Many of these plants have been submitting check- off since the beginning. Some have received Certificates of Merit from OSMA for their service to the indus- try. Others have failed to comply with our regulations and now face the inspection process. Mr. Walker is correct in noting that the agency has experienced a cash flow problem this past year. This would be eliminated if produ- cers would insist that the abattoir they deal with collect and submit check- off and that they send in check -off on all live sales. Once check -off is be- ing submitted on all lambs marketed in the province, there will be suffi- cient funds to reinvest in better mark- eting structures, product develop- ment, and better communication with producers. Finally, it is unfortunate that Mr. Walker feels so negative toward OSMA. After surviving for 40 years in the business, he undoubtedly has much to offer. His advice and insight could go a long way in breaking the cycle of "instant experts" he ridi- cules.
