public input up to the Working Group
level, and then to the FTC itself.
The Grey/Bruce Tax Force is the
only truly rural tax force of the 14
sub -groups. Meaford-area farmer
Wayne McCausland is the
chairperson of the Grey/Bruce Tax
Force.
"Our job is to bring rural issues to
the Commission," he says. "Since
the establishment of the sub -groups,
other groups have expanded and
involved the rural component. For
example, there are rural members of
sub -groups in London, Windsor, and
in Peterborough County," continues
McCausland.
There are 15 members of the
Grey/Bruce Tax Force. "It is a bit of
a problem to get people to participate
because they are concerned about
government influence on the groups,"
states McCausland. "But we are
conscious of that. The members of
these sub -groups are concerned
people who want to speak to the
issues, who want to make a
difference.
"It is a volunteer position. There
is a budget available to offset rental
fees for halls, photocopying, and the
like. Those people who are
participating are doing it to effect a
change. Our mandate is to identify
issues and propose solutions."
"We had three members of the
FTC come out to two of our
Grey/Bruce Tax Force meetings last
fall," continues McCausland.
"Interest groups were invited to
participate by joining in the
discussion of issues."
One issue that directly affects
agriculture is property tax and market
value assessment. The general
consensus of the Working Group is
that property tax, based on market
value assessment, is not a fair tax.
"Although it has not been
followed to any conclusion, the
provincial government's goal for
more than 20 years has been to
develop a single system of
assessment for all property in
Ontario, based on the market value of
the property within the same
municipality assessed on the same
basis with residential tax rates at 85
per cent of commercial and industrial
taxes." (FTC Discussion Paper, p.
55)
