HURON COUNTY FEDERATION RESOLUTION PASSES UNANIMOUSLY
Whereas the GRIP Program, still in
the initial "fine tuning" stage, is based
on individual farm yield or average
township yield at present;
And whereas Crop Insurance now is
based on the individual's average farm
yield with allowance made for good
management practice; thus a farmer's
actual production records over a five
year period determine the farmer's aver-
age fann yield;
And whereas an "act of God" event
(natural hazards such as hail, frost,
drought, flooding), can reduce a
farmer's crop to near zero in spite of his
best efforts or the use of excellent farm
management practices;
And whereas the effect of such a total
oss, even with "buffering," would be
reflected in the individual's or the town-
ship's average yield for ten years, thus
perpetuating the penalty of being the
victim of such an unavoidable event;
Be it resolved that:
1. For the purposes of GRIP averaging,
when crops are totally destroyed by "act
of God" events, the farmer's actual in-
surance calculations for production
yields for that year should be exempted
from the averaging process, individu-
ally and on a township basis.
2. For crop insurance records, the
farmer's insurance calculations for this
production yield should also be ex-
empted for that year, protecting the
farmer's average farm yield and reflect-
ing a fair estimate of the potential yield
in that geographic area.

3. We recommend that the Crop Insur-
ance Spot Loss Coverage Program be
improved by amending to cover frost
and hail damage for all crops, thus en-
larging its subscription base while still
keeping it affordable and viable.

the Ontario Federation of Agriculture
Board meeting in Toronto on Wednes-
day, July 17,1991, by HCFA and passed
unanimously.0
