"The landowner has the deed and pays the taxes. I don't want to see the Escarpment destroyed, and I think it should be preserved. But this type of land, a natural area where no development is allowed, should be under public ownership. Then the naturalists and birdwatchers can have the land, and use it at their discretion," Murray says. "There are areas in our own municipality which should not be in this plan, particularly some of the rural designated areas. It hits the landowner in the pocketbook. It's asking pro- perty owners to make too big a sacrifice for the benefit of the public," he says. "There are people who have been refused one severance on a 100 -acre lot of rural land due to one negative comment from the ministry of agriculture and food (OMAF)," says Betts. "The fact that property owners must adhere to the OMAF Foodland Guidelines works against them, too. For example, one farmer wanted to sever his original 100 -acre parcel with no previous severances, into two 50 - acre parcels. This person was refused because of a negative comment from OMAF. Remember, under the new proposed Plan, farmers won't be allowed even a farm retirement lot." "The definition of a farmer is someone with the majority of income from the business of farming," says Murray. "But there are fewer farmers all the time. When Phyllis and I started here, there were family farms all around here. Now there are about four or five farming operations on our concession. We were fortunate to have had our kids grow up on a family farm. I don't think the next generation will have that opportunity and privilege."
