wealth is exported alongside the
commodities being produced.
Too much reliance on trade can
also be dangerous. Wiebe points out.
"There is no more stable trading
partner than the United States of
America but just think of what's
happened in the beef trade."
Wiebe says Via Campesina is not
against trade and in many instances
supports it. However, trade should be
conducted in a way that provides a
benefit farmers and rural populations
rather then exploiting them. she says.
Here in Canada, over the past 30
years. government could have done
more to support small and medium-
sized farmers. Wiebe says. Instead.
policy either neglected or even was
hostile to their interests.
For instance. with the elimination
of the Crow Benefit. Western farmers
were forced to drive further to deliver
their harvests as rail lines and
elevators were closed. Wiebe said.
There's also been a great deal of
enthusiasm. at both federal and
provincial levels. for large
Intensive operations. That enthusiasm
has often been expressed in terms of
publically-funded research.
Finally. government support has
been linked to the quantity of any
given commodity that's produced.
That tends to concentrate support
dollars into the hands of the large
producers. Wiebe would like to see a
support cap introduced that would
direct more support to small
producers.
"In order to support small farmers,
government needs to be ideologically
committed to cultural and ecological
diversity. small-scale production. and
sustainability ... and that's not
happening." Wiebe says.
Wiebe says organizations like Via
Campesina remain very much on the
outside when it comes to influencing
government and agencies like the
World Trade Organization. However,
the organization has had an impact.
"Countries have, in some cases,
softened or changed their positions
because of pressure from peasant
organizations." she says.
Desmarais says membership in
Via Campesina has nearly doubled in
the past four years and includes
affiliate organizations in at least 56
different countries.0
