activities. Exactly what is included as
"pollution" isn't spelled out.
As well as possible new expenses
for farmers, the committee report
also holds out the possibility of new
land -use headaches. It suggests the
existing municipal land use planning
system is well structured to
implement source water protections
plans for future uses but that some
municipalities have noted the need
for bylaw -making authority to better
manage existing developments that
could include regulating, licensing,
permitting, prohibiting, approving
and conditional actions similar to the
"spheres of jurisdiction" currently
used for other functions under the
Municipal Act. The committee
recommends the government
establish a source water protection
"sphere of influence under the
Municipal Act or create new source
water protection legislation to
provide municipalities with authority
needed for source protection
purposes.
It also recommends that municipal
official plans be updated to include
source protection plan data and
policies.
The report also talks about "land
securement", which it defines
as the acquisition of full title to
land, or partial title (a legally binding
interest such as a conservation
easement) to land to protect natural
heritage features and ecosystem
functions.
"Land securement can protect
source water by providing protective
buffers around reservoirs, priority
stream segments, wetlands,
groundwater recharge areas,
wellhead areas and other critical
zones within source water protection
areas," the report says.
Some people wonder if
government officials realize just how
big a project they're undertaking with
source water protection.

profession, sat on the water steering
committee and the well -head
protection committee for Walkerton
and saw first hand the difficulties of
