includes water treatment,
distribution, monitoring and
responses to adverse conditions.
The report of the implementation
committee calls for the source water
protection plan to be based on a
technical assessment of the source of
drinking water. Local committees are
to report on their evaluation of the
vulnerability of drinking water
sources and potential risks, both
present and future, to these sources.
"The assessments will examine
both the quality and quantity issues,"
the implementation committee
report's executive summary says.
"For each threat identified, the risk of
contamination or depletion will be
assessed to determine the appropriate
'risk category (significant risk,
moderate risk, and negligible risk)."
One person close to the issue, who
asked not to be identified, worried
about a "risk -averse mentality"
among some of the urban -based
government officials who want a 100
per cent risk free water system.
n its earlier response to the
Drinking Water Source protection
Act last August, the Ontario Farm
Environmental Coalition zeroed in on
this risk factor pointing out that
source protection is only one part of a
multiple -barrier approach. "It is
unrealistic to assume that raw water
can be brought to potable or almost
potable standards," said the reply
signed by Ron Bonnett, OFA
president, John Kikkert, Christian
Farmers Federation of Ontario
president, Greg Hannam, AGCare
chair and John Maaskant, chair of the
Ontario Farm Animal Coalition.
"The costs of source water
protection must be conOrilered, along
with who bears these costs," said the
OFEC response. "It is inappropriate
to burden farmers with these costs
through excessive controls as a
means of reducing costs associated
with treatment requirements of water
treatment operators."
Schankula says funding to help
farmers comply. with requirements is
still an unknown.
