The problem was, who was going to enforce it? The benefit of small, locally -based oil distribution companies, he says, is that if you call to get your furnace serviced you get "I'll -be -right -over -kind of service." Those distributors who also sell gasoline and diesel for farms have a double headache with the situation with regulations on these tanks, says Rowe. It has long been a custom for many distributors to provide the tanks for their customers so if large numbers of tanks need to be replaced, the financial burden will fall heavily on these businesses. "We've spend months and months and months of man-hours and vehicle time" moving tanks and removing tanks and putting in new tanks, says Edward. Now with the home heating tank situation on top of the farm fuel situation, resources are being stretched. Right now the concern of the suppliers is more with informing their customers about the furnace oil tank situation than the farm fuel tank situation because there has been much more information available on the fuel storage issue, Edward said, pointing out the Ontario Federation of Agriculture has been active in getting the message out regarding the regulations on on-farm fuel storage. Generally that message has been not to panic as expressed by Ron Bonnett, OFA vice-president earlier this year. Information is available from OFA field staff on what conditions must be met for farm storage tanks including protection from vehicular traffic, proper distances from buildings and other tanks and proper precautions against spills (for more information see the Grey County Federation of Agriculture's Newsletter on page 44). Those who have completed an Ontario Environmental Farm Plan also complete a segment on their on- farm storage including suggestions on what to do if current storage doesn't meet the requirements.
