Though these inspections are new for oil furnace owners, there are been strict inspections for propane and natural gas for years, Rowe says. Home heating oil dealers are trying to enlighten home owners because they don't want them to be frightened off by rumours about the regulations. he says. Oil heat, he argues, is still a sound home heating option. Unlike electricity, you get one simple bill you can understand. Unlike natural gas "there's no going back to the customer because we made a mistake and changed too little." What's more, Rowe says, the supplier is local. And though it is causing people like him all kinds of problems, Rowe is understanding of the need for the new regulation. Aging tanks are. an environmental risk if they leak. There have been a few horror stories of the cost of environmental clean-up from leaky tanks, he says. In fact some insurance companies have been charging an insurance surcharge of up to $250 to those using home heating oil to cover the possibility of environmental accidents. Some of the farm mutual insurance companies, on the other hand, have been offering a subsidy for homeowners to update their storages. Edward, however, says the presence of an oil tank is just one of the factors that affect the insurance rate taken into account by underwriters for insurance companies — things such as use of a wood stove. There's no need to panic but there is need for concern, Rowe says. The place to start if you have concerns with your home heating system is with your fuel supplier. Some suppliers have their own service staff. Those who don't will have good independent service people they can recommend to inspect your tank and heating system. Too often, he says, people have been cleaning their own furnaces instead of getting a trained professional to do that or, even worse, not getting the furnace cleaned at all.
