Perth County Federation sending four resolutions to OFA convention 1. Incentive for Retiring Farmers Assisting Beginning Farmers WHEREAS there are no long term fixed interest rate loans available to beginning farm operators, and WHEREAS a retiring farmer who wants to assist a beginning farmer, should be able to do so without a loss of income due to risk, or holding the mortgage at a lower interest rate. THEREFORE BE IT RESOLVED that the OFA research the tax implications and the feasibility of a retiring farmer receiving a tax break on the interest income while holding the mortgage for a beginning farmer at a lower interest rate than what is available from a financial institution. 2. Long Term Affordable Mortgages for young farmers WHEREAS the Junior Farmer Loan was of great assistance in establishing young farmers, and WHEREAS an affordable, fixed rate, long term mortgage gives young farmers stability when starting out. THEREFORE BE IT RESOLVED that the OFA lobby the Federal and Provincial governments for affordable, long term, fixed rate mortgage programs for young farmers. 3. Stress Councillors for Agriculture Sector WHEREAS the siress councillors put in place in Perth and Huron Counties during the hog crisis have helped farmers in these counties, and Election results from Annual Meeting The Annual and Regional meetings of the Perth County Federation of Agriculture were held on Thursday, October 19 in Milverton. In Perth County call Paul Nairn (519) 482-9642. 42 THE RURAL VOICE WHEREAS the combination of poor yields and poor commodity prices will be causing stress in the grains and oilseeds sectors. THEREFORE BE IT RESOLVED that the OFA lobby the Federal Government to Implement through Human Resources Development Canada (HRDC) a stress councillor service Province Wide for the Agriculture Sector. 4. Central location for the Voice of Ontario Agriculture. WHEREAS there is an ever increasing need for all farm groups to lobby together on behalf of agriculture, and WHEREAS a central location for all groups would facilitate better communication between the farm organizations, and allow for the sharing of both physical and staff resources.
