Landowner organizations such as the
Ontario Pipeline Landowners
Association (OPLA), various affiliate
organizations of the Gas Pipeline
Landowners of Ontario (GAPLO),
and production and storage
associations such as the Gas Lease
Landowners of Ontario (GALLO)
have been successful both in
contesting pipeline applications and
in resolving agreements with pipeline
companies mandating enhanced soil
preservation methods, improved
construction and mitigation measures,
and providing increased
compensation for damages incurred.
These and other landowner
associations have now come together
to form CAPLA in recognition of the
fact that many of the issues which
these organizations have confronted
individually are common to all
pipeline landowner associations and
that the solution to these issues can
best be accomplished through
collective action. CAPLA proposes to
recruit landowner association
members throughout Canada with the
expectation that all Canadian pipeline
landowners will benefit from the
initiatives undertaken by CAPLA.
These initiatives will include
advocating for legislative changes,
both federally and provincially;
supporting regulatory intervention by
member organizations through the
exchange of relevant information and
expert evidence; and. pursuing these

common issues in every available
forum to protect and promote
landowner interests. CAPLA's stated
objective is:
' ... to assist Canadian pipeline
landowners to more effectively
address the impacts of energy
pipeline construction and
operation which affect landowner
interests, including soil
preservation, environmental
liability, land use restrictions,
safety, repair, and maintenance
issues and compensation. CAPLA
will be a catalyst for the
organization of pipeline landowner
associations by providing
organizational advice and
assistance. It is also CAPLA's
intention to address landowner
concerns with respect to present
pipeline regulation in Canada with
the appropriate government and
regulatory authorities."
CAPLA proposes to accomplish
its objective by supporting and
strengthening its member
organizations and by advocating on
behalf of Canadian pipeline
