Recycling market buildingzspeaker The growth of recycling pro­ grams is already bringing changes in the investment scene in Ontario, the operator of one of Ontario’s most successful recycling programs told the Huron County Municipal Officers association in Blyth Fri­ day. Don Taylor, Recycling Co-ordi- nator for the County of Wellington told the assembled Reeves, Coun­ cillors and municipal staffs that recycling will probably create more jobs than are lost because of some products losing their markets. Al­ though there has been a problem with a surplus of recyclable materi­ als compared to processors to handle it he predicted there would be a lot of investment going into processing in the next while. Already there is a new paper mill being built at Thorold to handle recycled newsprint, he said. Every recycled tonne of newsprint saves 17 to 19 trees, he said. Some people thought recycling was a passing fancy and entrepre­ neurs were leery about investing in facilities but now they know recyc­ ling is here to stay and so will be willing to invest he predicted. Mr. Taylor resigned his position as a municipal councillor to become co-ordinator of recycling in Well­ ington. That year five municipali­ ties were facing the closure of the landfill site they jointly used and got scared, he recalled. The five began to look at recycling, realized they didn’t have enough recyclable material to keep a crew working for a week or so sold the idea to three other municipalities. But then a- nother wanted in and eventually 11 more asked to join. By this June all 21 municipalities in Wellington will have joined the Wellington Recyc­ ling Group. “A lot of people said it would not work,” he recalled. People said it would be impossible to get 21 municipalities to sign one piece of paper and, he admitted, getting the agreement signed was the toughest part of the job.
