McLeod of the Ontario Provincial Police attended the McKillop Township council meeting of Fe­ bruary 1 to discuss the formation of a policing committee. The committee will be comprised of volunteers from the township who represent its geographic re­ gions and the age groups and occupations within it. These mem­ bers will meet once a month with an O.P.P. officer whose duty it is to serve their community specifically. They will discuss any policing Obituaries FREDA M. HAINES Mrs. Freda Haines of Wingham died Wednesday, February 15, 1989 at Pinecrest Manor in Luck­ now. She was in her 90th year. The former Freda Margaret Col­ lins was bom in Morris Township. She was predeceased by her hus­ band, J. Victor Haines in 1975, one daughter, Margaret Bennett, on February 5, 1989 two brothers and four sisters. Mrs. Haines is survived by her children, John and his wife Grace, Mary and her husband John McIn­ tosh, all of Wingham, Wilfred and his wife Hazel of RR 4, Wingham, Helen and her husband Jim Ninn- inger of Ottawa, and her son-in-law Roy Bennett. She is also survived by one sister, Minnie MacTavish of Lucknow. The funeral service was held on Saturday, February 18 at the McBumey Funeral Home with Reverend J. Rea Grant officiating. ANNE SMITH Anne Smith passed away sud­ denly at her home on Elizabeth Street in Brussels on February 14, 1989. She was in her 83rd year. She was born Anne Inglis in Carrick Township. She spent sever­ al years as a teacher. Mrs. Smith attended Brussels United Church. She is survived by her husband, Jim and their children; Ron and his wife Lillian of Harriston, Gerald and his wife Nancy of Belmore, and Donna and her husband Bob Gibb- ings of Clinton. Mrs. Smith is also survived by her grandchildren Marni and Jamie Gibbings, Shane and Scott Smith and her sisters Ella Scott, Mary Woods and Jean Death. Funeral services were held Feb­ ruary 16 at the Watts Funeral Home in Brussels. Rev. C. Carpen­ tier officiated. Interment followed at Brussels Cemetery. SAMUEL JEFFERSON Samuel Jefferson of Goderich died suddenly February 15, 1989 at the Alexandra Marine and General Hospital in Goderich. He was in his 84th year. Mr. Jefferson was formerly of Donnybrook and Newmarket. He is survived by his wife, the former Anne Little and three sons: David of Goderich, Donald of Orangeville and John of Port Perry. He is also survived by three grandchildren, one brother, Hilliard (Pete) of Donnybrook and one sister Mar­ garet Leddy of Clinton. Funeral visitation was held at the McCallum and Palla Funeral Home in Goderich. Services were held at the North Street United Church on February 18. The Maitland Lodge No. 33 A.F. also conducted a service on Friday evening. Inter­ ment was at Greenhill Cemetery in Lucknow. CORRECTION In the obituary of Jean Fraser printed in last week’s Citizen, the name of her husband Robert Fraser was unfortunately omitted. The Citizen regrets this ommission. needs or problems there may be in the township. It was recommended that this committee be composed of a busi­ nessman, student, farmer and councillor. Council will be consider­ ing the appointment of members to this committee at the next meeting. As a pilot project to encourage recycling, McKillop township will be receiving blue boxes. These will be distributed to each household in the near future. Ontario Hydro informed the Mc­ Killop Council that there will be an increase on the Walton Street lights from $404.76 to $421.16. This is an increase from $33.75 to $35.09 per property a year. A letter was read from the Huron and Perth Emergency Health Ser­ vices requesting that Bell Canada be asked for a cost study on implementing a 911 service. Coun­ cil decided that it was not in favour of the implementation of such a service. James Ryan, Sharon McClure, Gwen Hugill, Bill Shortreed, Brian MacDonald, Brian Murray, and Garry McClure were appointed to the McKillop Township Recreation Parks and Community Centre Board of the year 1989 or until their successors are appointed. A proposed expenditure for high­ way improvements in the amount of $406,200.00 for the year 1989 was approved by council. Council also approved a request for the road superintendent to advertise in The Citizen and the Huron Expositor for approximately 25,000 imperial tons of gravel for road maintenance. Tenders will close on March 7, 1989 at 12 noon. There was a report from building inspector Eugene McAdam con­ cerning the permits issued in 1988. There were eight residential, 17 farm, and two commercial permits issued for a total value of $963,000.00. The amount of build­ ing activity is down from last year when 40 permits totalling $1,069,369 were granted. It was decided that Marion McClure will attend the Clerk’s Municipal Drain Course on February 28 and March 1. The course is sponsored by the Ministry of Agriculture and Food. Thomas J. Kale will be attending the Superintendent’s Course from March 6 to 10, 1989. This is also sponsored by the Ministry of Agriculture and Food. Bylaws to provide for the maintenance and repair of the existing Dietz Drain­ age Works and the Hoegy Drainage Works were given first and second reading. These are under the authority of reports dated April 23, 1971 and October 29, 1970. Joe Gibson was appointed by Council as the joint representative to the Ausable-Bayfield Conserva­ tion Authority for the town of Seaforth and the Townships of Hullett and McKillop. A representative was selected to attend the Seaforth and Area Fire Board Committee meeting. Marie Hicknell was appointed in the absence of Sharon McClure. A motion was passed that the Council of the Township of McKil­ lop object to the suggestion that the position of Fire Chief become a full time one. (At a meeting last week Council rejected the proposal.) Reeve Marie Hicknell presented Ken Campbell with a plaque on behalf of the Township. This was in recognition of six years of service on the Seaforth and District Com­ munity Centres Committee. A decision was made to endorse a resolution from the Town of Iroquois Falls. They are petitioning the Province of Ontario to finan­ cially assist municipalities to retro­ fit administrative facilities to pro­ vide accessibility to all.
