During the past week also the
committee appointed two- years
ago to study the problem of
fluoridation of municipal water
supplies., brought in a long, detail,-
ea and -documented report recom-
mending permissive powers be
given to local municipalities to
provide fluoridation for the rest
dents without a vote of the people
concerned. It would seem highly
unlikely 'that the Frost Govern-
ment, which has always respected
local opinion ,on local matters, will
implement this portion of the re-
port, but most probably will pro-
vide for local municipal votes on
the matter, in each case where
fluoridation of municipal water
supplies is desired.

The Honourable John P. Robarts,
Q.C„ Minister of Education, started
off the week with his Department's
estimates, which occupied the
whole Monday sitting and until
midnight in the evening, These
gave ample evidence of the need
for more monies here in Ontario
for public services. This year the
amount required for provincial
grants to local school boards, based
only on the growth factor and with
no increase in basic rates, was up
by some $35,000,000 over 1960. In-
deed Prime Minister Frost drew to
the attention of the House that
during the past seventeen odd
years the annual provincial govern-
ment contribution •to local educa-
tion has increased by over -$250,-
000,000 to the 1961 total in excess
of $266,000,000. Since these monies
can come only out of taxes paid by
Ontario citizens, as surely as local
municipal taxes, expenditures on
education must be increasingly
scrutinized by responsible people
at all levels fo government, and by
all of us who •foot the bill.
During the week, debate on the
unemployment question occupied a
whole day. The Minister of Energy,
the Honourable Robert H. Mac-
aulay, Q.C., gave the House a most

excellent address, tracing the basic
cause of our present problem—not
that the economy wasn't healthy
but that job opportunities (which
depend; of course, on the gross na-
tional product,) had not increased
at a rate sufficient to keep pace
with the increase in our work
force. Unlike other speakers, how-
ever, Mr. Macaulay also set out
certain action possible and calcu-
lated to relieve this unbalanced
situation, which I am sure will be
given close study by government
and industry.
