Slight decine in hydro raes
At a special meeting on Dec. 6,
the new Lucknow village council
was 'sworn in and appoinuncnls
made to various boards.
Paul Zinn and Toth Pegg will sit
on the Lucknow and District Fire
Board; Lillian Abbott and Tom
Pegg on the Joint Recreation Board;
Rick McMurray on MVCA and
Mid Huron Landfill Site Board,;
Lillian Abbott on BASWRA
(recycling).
Jim Hanna and Gary Varsava of
Multiplex Engineering, the
facilitator on the Phase II arena
project were on hand to answer
questions regarding the project.
Kinloss Reeve Jim Boyle and PUC
foreman Gary Austin also took part
in the discussion.
Reeve . Stuart Reavie •said
discussion centered around what the
town's responsibility is in providing
setvices such as water, hydro and
sewer.
Hydro rates decline
It may not be much but hydro
users in the village are getting a
wee Christmas present in the form
of a reduction of 1.5 percent on
their -hydro bills.
The new rates come into effect
Jan. 1, 1995.
Reavie attributes the savings to
the village now having its own
substation.
Hydro •rates- were held steady in
1994, showing no increase to the
consumer. Current rates for the first
250 kwh are $12.18, which will be
reduced to $12, if approved by
Ontario Hydro. More details on
rates can be found in an

Senunel.
Gord Kemp, a member of the
Bluewater Snowmobile Club spoke
to council at the Dec. 13 meeting
about obtaining permission for the
club to travel the abandoned CN
roadbed within the village. He
explained the club would like td be
able to hook into the St. Helen's
trail after leaving the Ripley to
Lucknow trail.
Kemp said the club would fund
widening of the trestle -bridge which
is presently too narrow for their
trail.
Council gave approval to the club
to access a trail through the village
provided that ° walkway on the
trestle -bridge be put back to its
original state if it is moved to
accotnmodate the snowmobile club
and that they 'produce liability
insurance.
Council is prepared to discuss an.
agreement once all concerned'
landowners are approached for
permission:
Phase 1I
Subject to certain conditions,
council passed a motion agreeing
that the village would act as a
guarantor to the finance committee
of Phase 11 of the arena complex
project, for the borrowing of 25 per
cent of the $332,000 shortfall on
the projected project costs.
The conditions that must be met
are: a fund-raising committee be
struck immediately; the building
and finance committees mandates
be clearly articulated within
reasonable time frames and that the
building committee be solely'
responsible for approval for
payment of all Phase II project
accounts; that the village have equal
representation on the finance
committee, and that monthly reports
be presented to themunicipalities
regarding the status of fund-raising.
Reavis was appointed to the
finance committee on the project.
