The Huron -Perth 'District Health
Council DHC) has hired their first
employee.
Council Chairperson Jeff Wilbee
announced ' that George Stock, of
the Tavistock arca, has been hired
on a one-year contract to fill the
position of mental health planner.
In this new role, Stock will work
with and assist council's Mental
Health Implementation Committee,
chaired by Terry Fadelle, chief
executive officer of St. Marys
Memorial, Hospital, in planning and
coordinating mental health services
throughout Huron and Perth
Counties.
Wilbee said Stock was chosen
over a number of other worthy
candidates, "but he has an under-
standing of the area, as well as our
mix of urban and rural."
A dairy farmer and community
activist, Stock brings to the role
over, 20 years `of volunteer leader-
ship and rural community develop-
ment, experience in Ontario, Alberta
and Saskatchewan. He was
chairperson of the Ontario Cream
Producers' Marketing Board from
1986 to 1990 and worked for the
Oxford County Branch of the Cana-
dian mental Health Association in
Woodstock from 1.992 to 1994.

mental health reform strategy with
`Formula for Success'
touted as model
for a better Ontario

. Don Pennell, FCP leader, was in
Walkerton last Wednesday evening,
Nov. 23, to introduce the party's'
slogan A Formula For Success.
"Bruce County can be a leader, It
can show the rest of the province
the, direction we must go," said
Pennell in an interview file -next
day.
Pennell, one of the party's found-
ers, has been party leader since its
inception seven ,years ago. The
party is based on farnily values and
'believes that integrity and . moral
leadership in government arc essen-
tial.
• "The party was born out of frus-
tration. We came from all different
backgrounds...and decided to form
a political party to challenge them
(other parties) in their own arena."
He was a liberal candidate for
Burlington South in 1975, after
which 'he decided to "dispel the
theory there wasn't room for a
fourth party. We've proved them
wrong."
In the last federal election; the
party had candidates' in the running
for 68 out of 130 house seats.

party collected 112,000 votes.
"This time we hope to run for
100 out of the 130. If people to
Ontario •are looking for a change,
it's going to come from rural Ontar-

Fennell highlighted several party
policy positions and directions he
touched on in his speech to 300
people at the Knights of Columbus
hall the night -before.
He said the FCP is the only one
to introduce an education voucher
system which would give parents
more control over their children's
education. The system would allow
parents to choose where they want
to have their children educated.
The party supports multi-
culturism, but "we don't believe it
should be supported with public
funds."
Under government reform, the
party proposes to eliminate public
funding for special interest groups
and calling for 'an auditor's report
for MPPs prior to an election.
"Politicians, the day after they're
elected, would be more concerned
i with how well they do" if they
know they're going to be audited,
said Pennell.
With the recent resignation of
Liberal Bruce MPP Murray Elston,
he said "the riding is wide open.
"In sonic ridings' thc candidate
gets the vote, not the party. Now
it's wick 'open and there are 300
people wanting to now what else
is out there."
He said .there is no candidate as
yet' for Bruce riding in the next
election which should be "extreme-
ly interesting. • ,
"I expect the party to get a lot of
Reform votes in Ontario."
.Pennell's visit to Walkerton was

the objective of providing more
community-based services oriented
and directed to the needs of con-
sumers, a press release revealed.
Recently, the Minister of Health
postponed further financial
restraints on provincial psychiatric
hospitals until there are adequate
community services in place,.
Consultations with consumers and
their families, service providers and
other members of the community
will be necessary to identify local
mental health needs and develop the
strategy to effectively address them.
Stock started his duties on Oct.
31st. He currently works out of the
Canadian Mental Health Associ-
ation, Perth County, office in
Stratford. It is expected that he will
move into the DHC offices when
they are established in Mitchell.
With the DHC office announce-
ment for Mitchell Stock's hiring
and the ongoing search for an
executive director, Wilbee said he's
pleased "with the progress we've
made to this point."
He added that interviews are
underway now for the executive
director's position, and the DHC
has set a goal of this December or
early January for one to be hired.

principle I'm sure with the fact that
students come first, and this will be
better for the students (at Cape
' Croker), Fenton said. "What some
of the board members are having
trouble with is the representation
'involved. If you take representation
by population it docs not make
sense. If you take representation by
the needs of the students, it's very,
very sensible."
