The Lucknow Sentinel, 1994-11-02, Page 7Blue Box program expands by Pat Livingston The blue box program in Lucknow.has been expanded to alleviate even More .w,aste going into landfill sites. Effective Nov. 1, residents within the village may now include the following in their blue boxes: telephone books, aluminum foil, white writing paper and boxboard. Householders will receive by mail a listing of what is accep- table in the.bluc box. This handy outline should be kept for future reference. Why not hang it near your blue box? Lucknow is part of the Bruce Area Solid Waste Recycling Association (BASWRA), based in Southampton. BASWRA has just completed its fourth.year of •operation. This year, over 3,000 tons of recyclables will be diverted from landfills. This is equivalent to 25,000 cubic yards or 750 recycling trucks full. As citizens should be involved in recycling - a responsible alternative to waste management. Port Elgin reeve Ann MacKay opposed the $25,000 funding cut by Kincardine for 1995. She said coun- ty funding is critical to the group, which could disband• for lack of funding without Bruce County's support. Planning committee chair Winston Hollis said the planning department is in a state of "desperation" because of falling revenue and has to cut 'back on the expense of giving grants to what he called special interest groups. Hollis said economic development will be promoted county -wide by the .plan- ning department instead of by 'frag- mented economic development corporations, but MacKay said the county planning .department doesn't have the staff or expertise to do the job. MacKay said developments. are expected to be announced soon at the Bruce • Energy Centre located next to the Bruce Nuclear Power Development, .and argued that without the South Bruce group there will be no community agency to help put those developments in place. -Saugecn Reeve Harry Thede suggested the planning .department lay off staff if it is strapped, for funds. . "That's what I'd do in my. operation," Thede said. • Hollis replied that the planning department has already laid off two staff and, closed one office this year, and can't crit 'more without reducing tha. service it provides to the county. "There's a limit to how •few you can have," Hollis said. "This is almost desperation," he added, arguing for a change in the way the planning department is funded. Currently the department, counts on revenue from planning applications ' including zone changes and severance. Those fees are down since 1989 and the department secs no indication of a development boorn and resulting increases in applications in the near future. Hollis says the planning department should be financed through general levies like any other departrnent, with its revenue going to the coun- ty's general fund. MacKay failed in her bid totable the recommended grant cut for SBEDC. Amabel reeve Bill Ferris said his observation shows as- sessment in South Bruce is down, not up; in spite of the efforts of the SB Economic Development Cor- poration. "The county's in trouble for money. Somebody's got to bite the bullet," Ferris said. "Economic development should be not for just 10 municipalities but for all of Bruce County," agreed Kincardine township reeve Weir Sheane. Challenged by Thede about continued funding for the Saugecn Economic Development Corporation serving the Walkerton-Chesley area, Sheane ,said that funding started three or four years after South Bruce and didn't necessarily have to end at the same time, He also suggested that funding for Saugeen "will work itself out" with the an= nouncement of the retirement of that corporation's director. "We want everyone in the county treated the same," Sheane said. Bruce county is also recommen- ding dropping its $15,000 grant for the Grey -Bruce Tourist Association in 1995 and wants to cut the Coun- ty Federation of Agriculture grant ' by $10,000 to $3,300 next, year. • Hollis emphasized that the sug- gested grant cuts are only recom- mendations that can be upheld or reversed by the council that will take office in . December of this year. Long-term care group meets A meeting of the North Huron Long -Term Care Advisory Commit- tee was held at Huroniea on Oct. 17.
