LICENSING
NEW VARIETIES
Every year, a few varietal lines
emerge from the many thousands
of grain varieties that plant
breeders examine as potential can-
didates for licensing. Applications
for licensing are submitted to the
Plant Health and Plant Products
Directorate of Agriculture
Canada.
Applications are considered by
three expert grain committees
(breeding, quality and diseases)
made up of scientists from govern-
ment, universities and the private
sector. The committees closely ex-
amine the merits of each before
making a decision.
The Grain Breeding Committee
organizes co-operative tests across
the country. This committee
assesses the agronomic factors of
the grain, including such factors as
yield, maturity and lodging.
The Grain Disease Committee
evaluates the disease resistances of
the varieties submitted for licens-
ing.
The Grain Quality Committee
ensures that the quality of the
grain (milling and baking qualities)
meets the industry standards.
These three committees meet in
joint session to resolve any pro-
blems encountered during the
evaluation process. When all three
expert committees agree that a
variety is suitable, a recommenda-
tion for registration is made to the
Plant Products Directorate. The
final decision as to whether a varie-
ty is to be prescribed rests with the
Minister of Agriculture.
The Canadian Grain Commis-
sion recommends the grade stan-
dards for Canadian grain and en-
sures that those standards are
maintained as grain moves through
the handling and transportation
system.
The "Certificate Final" issued
upon shipment of Canadian grain
is one of the most respected
documents in the international
market place. Under the system in
place, the Canadian Grain Com-
mission issues a "Certificate
Final" certifying its weight, and
that its cleanliness and visual quali-
ty are equal to the current Stan-
dard Export Sample for that
grade. ❑
