USDA PENALIZES
NON -CONSERVATIONISTS
The U.S. Agricultural Depart-
ment (USDA) have set up interim
rules that will restrict federal
benefits in the future to farmers
who cultivate erodible land or
wetland acreage.
Before January 1,1990, or until
two years atter the USDA prepares
soil maps for a given area, farmers
will not lost eligibility for farm
benefits on land that was
cultivated or set aside under the
1981-85 interim program.
To retain eligibility for subse-
quent years though, the farmer
must apply an approved conserva-
tion system on his highly erodible
land.
On wetland converted after
December 23, 1985 though, the
USDA states that farmers cannot,
except under very limited cir-
cumstances, produce crops after
the publication of the interim rule
and still retain eligibility for
federal benefit programs. _ SM
