OF AGRICULTURE
ANNUAL MEETING
OCTOBER 6, 1983
Approximately 200 persons attended the
meeting and enjoyed a delicious meal catered
to by Mrs. Miller of Seaforth. Head Table
guests included President Tony McQuail, wife
Fran; 1st. Vice. -Pres. Jim McIntosh and wife
Brenda', 2nd. Vice Doug Garniss, and wife
Shirley', John & Anne Nesbit, Don Pullen and
guest speaker Dr. Freeman McEwen.
President Tony welcomed everyone to the
meeting and introduced other guests in the au-
dience.
Nominations for President were held as
follows: Tony McQuail (elected), Murray
Gaunt (declined), Adrian Vos (declined), Bren-
da McIntosh (declined), Doug Garniss (declin-
ed).
The Huron County Award was presented to
Murray Gaunt by past Pres. Gerry Fortune.
Murray's wife Pat was presented with the
flower arrangement from the head table. Mur-
ray expressed his thanks.
Nominations for 1st. Vice -President: Jim
McIntosh, John Nesbit, Bill Scott, Doug Gar-
niss, Brenda McIntosh. New Vice -President,
Doug Garniss accepted the position.
Dr. Freeman McEwen, Dean of Ontario
Agricultural College at Guelph, was introduced
by Jim McIntosh. Dr. McEwen spoke on
"Future Education of Agriculture at the
University." His talk was divided into three
different portions: The Basics of Agriculture,
Politics of Agriculture and International Agri-
culture.
Doug Garniss expressed thanks to the Dean
and presented him with some Huron County
cheese and apples.
Minutes of last years Annual meeting were
accepted as printed on a motion by Walter
Elliott, seconded by Paul Klopp. Carried.
Blaine Stephenson, Fieldman's Report:
Blaine explained the five main involvements of
a fieldman: Membership, Member Relations,
Leadership Training, Public Relations and
Organizational Development.
Nominations for 2nd. Vice -President: Doug
Garniss, Paul Klopp (elected), Bev Brown,
Ralph DeWeerd. Paul spoke briefly accepting
the position.
Motion by Ralph DeWeerd, seconded by
Bert Saunders to accept the financial report.
Carried. Motion to appoint Stephen Thomp-
son as our auditor for the coming year, second-
ed by Edith Baker. Carried.
Nominations for Directors -at -large: Gary
Baker, Brenda McIntosh, Ken Moore, Stan
Johns, Lyle Haney, Merle Gunby, Bert
Sanders, Doug Fortune, Greg Love, Ralph
Scott, Ralph DeWeerd, Jim Hunter, Rose
Robinson, Paul Klopp, Ken Scott, Richard
Kootstra, John Nesbit, Don Dow, Walter
Elliott, Shirley Garniss, Gerry Fortune, Art
Bolton, Les Caldwell, Eric Prescott, Murray

Eckert, John Gaunt, Jerry Jaretzke, Bill Scott,
James Armstrong. The six Directors -at -large
are: Brenda McIntosh, Les Caldwell, John
Nesbit, Gary Baker, James Armstrong and
Ralph Scott.
OFA Report was given by Merle Gunby on
various topics discussed this past year: proper-
ty tax, Farm Credit and Agribonds. After a
two-year term on the OFA Executive Merle is
giving up the position this fall.
Resolutions Committee consisted of Chair-
man Doug Fortune, Bert Saunders and Barry
Mason.
Resolutions presented:
#I.
BE IT RESOLVED that in the rural areas the
county planning department be responsible for
contacting all landowners within 2000' of pro-
perties for which there has been a severance ap-
plication.
#2.
WHEREAS the Ministry of Natural Resources
has proposed a Flood Plain Policy which will
prohibit, forever, all further development on
hazard lands.
AND WHEREAS: this would seriously erode
property rights of farmers and others without
any compensation.
THEREFORE BE IT RESOLVED: that
Huron County Federation of Agriculture and
OFA go on record as being opposed to such a
policy and
FURTHER BE IT RESOLVED: that HCFA
Huron Federation of Agriculture

have representation at the meeting October 13
in Hanover to express our opposition.

WHEREAS Category #1 of the erosion control
portion of the Ontario Soil Conservation & En-
vironmental Protection Assistance Program
grant requires that an engineer be hired to
design and supervise all projects,
AND WHEREAS in many cases there is no
need for the extra expense of engineering costs
for on-farm applications
THEREFORE BE IT RESOLVED that the
HCFA and OFA ask that the preamble to
Category #1 be worded the same as the pream-
ble to Category #11 namely Professional
assistance is recommended, but not man-
datory.

WHEREAS, the Sheep Industry in Canada is
under the Federal Health of Animals Depart-
ment of Agriculture Canada, as to the ad-
ministration and control of the disease, Scrapie
AND WHEREAS countries such as New
Zealand and Australia have eradicated the
disease and will not allow the importation of
any sheep from countries that have not
eradicated Scrapie. Also, since the disease af-
fects the nervous system, and it is not positively
known as to the effects of infected carcasses
being used for human consumption.
THEREFORE BE IT RESOLVED that OFA,
through CFA work to have an overhaul of the
present Federal Scrapie Control Policy, so that
all owners of sheep are treated equally, and if
any flocks of sheep are confirmed positive with
the disease, that a fair value be placed on the
animals and they be immediately condemned
and not used for human consumption.

WHEREAS under the Ontario Soil Conserva-
tion and Environmental Protection Assistance
Program Section B: Manure Storage, the
criteria to receive a grant for semi-solid manure
storage (open pile with built-in runoff storage)
is unrealistic
THEREFORE BE IT RESOLVED that HCFA
and OFA seek to have these criteria changed
to: 1. Storage capacity be changed from 200
days to a minimum of 150 days; 2. the required
slope of the floor be reduced to 1 foot in 40 in-
stead of 1 foot in 20; 3. All criteria should be
set to keep costs at the minimum level possible
to encourage responsible manure storage by
farmers, rather than discourage it due to ex-
cessive and unnecessary high costs.
All resolutions were passed and will be for-
warded to OFA Convention in November.
Draw prizes made throughout the evening
were donated by: Canadian Tire, Seaforth;
Radfords Garage, Londesboro; Lucknow
District Co-op; Agre-Farms Ltd., and CG
Farm Supply, Zurich. Winners of the draws
were: Bob Eckert, Grace Pym, Jack Riddell,
Doug Fortune, Marg Greig and Ken Moore.
