All these constraints can be overcome by a good agri-food strategy. — "The federal government believes market development is the key to growth in the agri-food industry. It provides direction for the other two thrusts of the agri-food strategy -mission oriented research and upgrading the supply base." The market development strategy deals mainly with expansion of domestic food processing and encouraging Canadians to buy and sell Canadian products here and abroad. However, to market a product the seller must first have it. To that end the ministry proposes programs (not spelled out) to broaden the land base of Canadian agriculture by going further north and by upgrading land in the south. Finally the minister asks: "What do you think?" I think that the minister could have gone ahead with many of the proposals already. Research and Development (R & D) has been neglected in many parts of the food production chain. We have the scientists, all we need is funds to expand. I think that the minister should begin now to attach an agricultural sales department to every embassy in the world. It must be big enough to have people free to do market research without political interference. I think the minister should match the Europeans in instituting an export rebate for agricultural products. Finally, I think that the Challenge for Growth will be gathering dust because it is no more than an exercise in public relation,.
