The Rural Voice, 1981-02, Page 41A (BRUCE FEDERATION CONT) Bruce Federation Directors' Meeting The Bruce County Federation of Agriculture met at the OMAF boardroom in Walkerton on December 16, 1980. There were in attendance: Bob Leslie, Walter Weppler, Allan Smith, Gordon Salmon, R.J. Cobean, John MacAuley, Arnold Misch, Don Ahrens, Ray Fischer, Brian Ireland, Ted J. Fischer, Harold Poechman, Bruce Sklllen, Ian Clarke, Wayne Robertson, David Norman, Evan Keith and Ken A. Robinson. AGENDA APPROVAL Ray Fischer moved that we approved the agenda as presented to us at the meeting. Seconded by Walter Weppler. Carried Minutes Mary MacDonald read the minutes of the last meeting. Moved by John MacAuley that we accept the minutes as read Seconded by Allan Smith. Carried. FINANCIAL STATEMENT Mary MacDonald read the bank reconciliation statement for December 15, 1980. At present there is $10.178.58 in our account and $6,000 still has to be taken out of this account and invested. Moved by Don Ahrens. seconded by R.J. Cobean that they accept the bank reconciliation statement Carried. FINANCE COMMITTEE Borden Fenton read the minutes from the finance committee meeting on November 18, 1980. Harold Poechman and Borden Fenton attended the finance committee meeting held on the morning of December 16, 1980. Moved by Albert Simpson that the secretary --treasurer be bonded and be authorized to issue cheques without co-signing for accounts such as: Hydro, telephone, salaries and insurance. The balance of the bills be reviewed by one of the finance committee in preparation for monthly meeting. Seconded by Evan Keith. Carried. CORRESPONDENCE Borden Fenton read a letter from D.J. Rose on the Grey -Bruce Farmers' Week Borden also handed out pamphlets of the program. Borden read a news release about CAN -FARM. Moved by Brian Ireland that a copy of this news release be sent to the directors for a 3 month trial. Seconded by Wayne Robertson. Carried. Borden read a letter about the 1981 Marketing Seminar which would be held on February 22 to Februsry 24. Moved by Albert Simpson that Bruce County Federation pay the expenses for 2 people to go and also to go ahead and make accomodations at the Cambridge Holiday Inn. Seconded by John MacAuley. Carried . Canada Farm Labour Pool sent a letter to Borden Fenton to inform him that Brian Ireland can serve 2 more years as representative for Grey -Bruce L A.M.B. Brian Ireland stated that he would stand. Harold Poechman reported that the OFA Energy Committee Survey said that the Colborne Compost Plant was not running smoothly at present and the Bruce County Energy Committee will visit it in the soring. Membership Don Ahrens reported that the Northern Townships were canvassed and they got six memberships which were all automatics. It was also stated that the people in that area were interested in having a meeting about the new Trespass, Act. Elections Bob Leslie chaired the elections. Moved by Evan Keith that Ian Clarke replace Brian Doelman from Kinloss Townships. Seconded by John MacAuley. Executive Members: nominated were Allan Smith, R.J. Cobean, Evan Keith, Ray Fischer, Don Ahrens, Ian Clarke, Arnold Misch, Gordon Salmon, and Don Johnson. Ken Robinson moved that nominations be closed. Seconded by Wayne Robertson. Carried Gordon Salmon Arnnld Misch, Don Ahrens and R.J. Cobean declined. They took a vole to pick 4 members and the results were as follows: Allan Smith, Evan Keith, Ray Fischer, and Ian Clarke Moved by Arnold Misch that ballots be destroyed. Seconded by Walter Weppler. The way they picked the committees was to list the committees and have everyone pick the one they would like to work on. The results were as follows: Finance --Borden Fenton. Chairman; Harold Poechman, Eldon MacKinnon, Allan Smith and Jim Powers. Insurance and Farm Safety --Albert Simpson, Chairman, Walter Weppler, Ian Clarke. and Harold Schlorff. Membership --Don Ahrens, Chairman; Harold Poechman, R.J Cobean, Evan Keith and Wayne Robertson. Public Relations --John MacAuley, Chairman; Albert Simpson, Don Johnson, and Giselle Ireland. Resolutions --Brian Ireland, Chairman; Ted Fischer, and Evan Keith. Meetings --Wayne Moder 15011, 1.,nal(uiwi, John Iis/idcAuley, iwurray linen, and Roger Cunningham. ISM Service and Property --Ray Fischer, Chairman; Arnold Misch, and Brian Ireland Energy --Harold Poechman, Murray Crich, co-chairman; Don Johnson, and David Norman BONSPIEL--Eldon MacKinnon. Moved by Albert Simpson that the committees stand as they are. Seconded by Ray Fischer. Carried. Moved by Brian Ireland that the Public Relations Committee set up a Young Farmers committee. Seconded by Wayne Roberston. Moved by Wayne Robertson that they dispense with the nominating committee for this meeting. Seconded by Brian Ireland. ARDA--nominated were: Gordon Salmon, Ken Robinson and Albert Simpson The results were Ken Robinson being the Arda representative CONSTITUTION COMMITTEE --nominated were: John MacAulay, Jim Powers, and Don Johnson. Moved by Harold Poechman that nominations be closed. Seconded by Don Ahrens. Carried Moved by Wayne Robertson that John MacAuley be chairman. Seconded by Arnold Misch. The directors decided that a copy of the directors and committees be sent to Rural Voice with their addresses and phone numbers. OFA REGIONAL DIRECTORS REPORTS John MacAuley reported that at the meeting on December 10/80 that there will be a crown corporation established to be responsible for all toxic waste disposal plants in Ontario. Also that OFA wants to have a member on the board of the Crown Corporation to have a certain amount of control over what goes through the plant. Field Staff Report Bob Leslie brought up the point of buying pens. Ray Fischer moved that they buy the 33c pens and order 500 of them Seconded by Evan Keith. Bob Leslie said the OFA wants to have a response on the convention and they would like to have responses on the surveys they send out. Council Visitations The directors decided to have a meeting first to draw up recommendations for each township and have each director set a date for meeting with their township council. Adjournment John MacAuley moved that they adjourn. OFA DIRECTORS' REPORT Directors of the Ontario Federation of Agriculture (OFA) had to make a painful but necessary decision at their regular December meeting How will we deal with dangerous liquid toxic wastes? The problem arose when provincial environment minister, Harry Parrott, announced a disposal plant would be built in South Cayuga, without benefit of public hearings. The OFA has always supported hearings on environmental issues, which protect people from arbitrary government decisions. But as Les Emery, OFA Director and Energy Committee Chairman pointed out, public hearings lust don't work. Only developers can afford lawyers and experts to make their voices heard. Besides, as many other Directors pointed out, liquid toxic wastes are a significant problem and have to be disposed of properly. OFA's Directors decided to make the best of a bad situation. They accepted Parrott's offer to name a member from the OFA to the board of the Crown Corporation which will run the project. As well, OFA will help the Corporation set up a strong Advisory Committee to monitor the process. The Directors still believe in the right to a public hearing. Since the urgency of the matter makes this impractical, they feel this is the best way to protect the interests of people in the area. OFA Directors also heard anhydrous ammonia has become an issue for farmers. Bureaucrats in Canada and the U.S. are trying to have it classified as a poisonous gas. OFA decided to fight this move, as it will smother farmers with needless red tape and unnecesary regulations. The OFA Board also passed a resolution calling on the federal government to provide more funds for the Farm Credit Corporation. OFA also asked that tobacco producers be given the same high priority as other farmers if fuel rationing is ever introduced. THE RURAL VOICE/FEBRUARY 1981 PG. 39
