MINUTES OF MONTHLY MEMBERSHIP MEETING
April 3, 1980
Place: Grey Central School, Ethel.
Attendance: Approx. 130
Vice -Pres. Gerry Fortune moved that the minutes of the last
monthly meeting be accepted as printed in the Rural Voice,
seconded by Louise Marritt, carried.
Ralph Veitch, President of Grey Township, introduced the
guest speaker Ralph Barrie, President of Ontario Federation of
Agriculture. Mr. Barrie's address touched on subjects such as
high interest rates, severances, property taxes, farm tax rebates,
equilization factors and energy. Dale Knight, Vice -Pres. of Grey
Township thanked Mr. Barrie, on behalf of the crowd in
attendance. A short Question & Answer period followed.
Pres. Merle Gunby announced there would be a bus going to
the Peter Hannam Appreciation night at Bingeman Park in
Kitchener on April 18/80. Tickets cannot be purchased after
Friday April 4/80.
3 Resolutions were then read and passed, to be sent on to the
OFA Directors Meeting.
Resolution #1: Whereas Revenue Canada, Taxation, permits a
home owner to exempt any capital gain that might accrue to his
principal residence.
Whereas, a farmer is allowed to take 25% of the capital cost of
his home for depreciation as a business expense.
Whereas, once a farmer uses the capital cost allowance on his
home, the taxation department of Revenue Canada will not
permit the capital gains exemption on his home if, and whenever
his farm is sold.
Whereas, due to inflationary pressures, there has been a rapid
increase in value of farm homes in the last 10 years, or since
V -Day, making the saving by claiming a capital gains exemption
on the farm home a far greater value than the small yearly saving
from utilizing the capital cost allowance on a portion of the farm
home.
Therefore, be it resolved that OFA request the Federal
Government to allow a farmer on sale of his property to add into
income his previously claimed capital cost allowance on his farm
home so that the owner can claim capital gains exemption on the
same home.

Resolution #2: Whereas Plant Breeders Rights legislation may
be introduced in the next Parliament and whereas such
legislation could have serious detrimental impacts on the
Canadian farm community both by increasing the price of seed,
and affecting the type of new seeds being developed and
whereas such legislation in Europe and the U.S. has lead to
vertical integration of the seed and chemical companies.
Therefore be it resolved that the Federation of Agriculture
carefully examine any proposed legislation on the subject of
Plant Breeders Rights and oppose such legislation if it is
determined to be detrimental to the long term interest of
Canadian Agriculture.

Resolution #3: Whereas there seems to be a lack of adequate
information available to local doctors regarding treatments and
antidotes for many farm chemicals.
Therefore be it resolved that Huron County Federation of
Agriculture ask OFA to petition the Ministry of health and other
appropriate bodies to correct this dangerous situation.
Further be it resolved that the farm safety association be made
aware of this problem.

A proposal in the form of a discussion paper was read by Pres.
Merle Gunby from the Huron County Federation Executive on
how farmers could possibly deal with high interest rates.
A discussion was held on the protest march to Ottawa on April
24/80 w'.iich several Huron County farmers have indicated their
interest in attending. There will be representatives of the
Canadian Federation of Agriculture in attendance. A poll was
taken as to how people would like to travel to Ottawa, the choices
were car pools, a bus, or charter a plane from London. Jim
McIntosh had looked into the cost of the various methods. The
bus was $26. per person and almost 2 days time taken up, the
Qane was $100 (11/2 hour flight) and the car would be the cost of
the gas split among the passengers. The general feeling of the
crowd in attendance was for the plane. A Lear Jet can also be
hired from Goderich at $191.00 per person, but it only holds 50
passengers.
The purpose of this march is to protest the High Interest
Rates. Adjournment at 10:45. Coffee and cookies were then
served by Grey Township, the hosts of this meeting.
