will follow.
Finances
A proposed budget for the OFA 1978-79 fiscal year shows a
projected net deficit of approximately $160,000 on a gross
expenditure of $1,380,000.
Three ways to eliminate the deficit are: 1) a cut back of services.
2) Increase of membership by 4,500. 3) Increase in the
membership fees from the present $35.00 to $45.00 or $50.00.
Management Digest
The OFA will be instituting a new program in the management
digest, with the September issue, which will be titled "Insight".
A topic of general interest to agriculture will be discussed
followed by a numhcrof questions which the members will be
expected to study, and return to OFA. The September issue will
be on quota transfer policies of marketing boards which is a topic
of concern to most marketing boards with supply management
powers.
The answers to the questionnaires returned to OFA will be
summarized and reported in a later issue of the Management
Digest.
If is hoped by the writer that the next issue of "Insight" will
feature the subject of Property Taxation, as the OFA has an
Action Committee which is supposed to be developing proposals
for property tax reform in Ontario. The OFA had adopted a short
term property tax proposal which was similar to one developed
by the Ontario Government, whereby the Ontario Government,
would pay all the property taxes on farm land and farm
buildings, excepting the house, by means of a unconditional
grant to the local municipality. If the Action Committee on
Taxation does not carry out an in-depth study and seek input
from the OFA membership on the subject, the Committee will
not have acted responsibly.
