Stage 1 of the Huron County Waste
Management Master Plan was completed
in May and work has now started on
Stage 2A, which is the identification of
Q. potential areas and markets.
Part of the work undertaken during
Stage 2A involves narrowing the search
for areas in the county which may be
suitable for use for the landfill component
of the waste management system. The
first step in identifying potential areas for
landfill is to determine areas which are
not suitable for this use. This is under-
taken through a constraint mapping pro-
cess. While constraint mapping may
seem like a"round about" approach to
finding areas suitable for siting a landfill,
the process is required because it effec-
tively reduces the number of areas re-
quiring further study and investigation,
and also ensures that all lands within the
county have been taken into
consideration..
CONSTRAINT MAPPING PROCESS
Constraint mapping involves using a
list of predetermined categories to map
areas in the County which are considered
to be UNSUITABLE for use as a landfill
site area, and which will NOT be con-
sidered further in the search for landfill
areas. The constraint categories
(sometimes referred to as exclusionary
criteria) describe characteristics of an
area that would be unsuitable for landfill
site development because of the unaccep-
table effects that such a development
would have on the environment.
PROPOSED CONSTRAINT
CATEGORIES
The following categories are proposed
for inclusion in the initial constraint map-
ping process. The list is not presented in
any particular order. All areas which fall
under one or more of these categories
wr11 be excluded from further considera-
tion. Again, the constraint factors identify
areas Which will :not be considered fur-
ther in the search for land areas suitable
for the landfill component of the waste
management system.
*Areas of natural and scientific interest,
example Saratoga Swamp
*Wetlands (Class 1, 2 and 3), example
Mullett marsh
*Municipal wells, example, Town of Ex-
eter municipal well
*Airports (publicly certified), including an
8 km buffer zone, example Goderich
Airport
*Urban areas (as designated by the Of-
ficial Plan), including a suitable buffer
zone, example, Hensall, Kingsbridge
'Schools, including a suitable buffer zone,
example, Brookside School
5Areas with high hydrogeological suscep-
tibility to ground water contamination.
This includes areas with moderate to
high permeability deposits of sand and
gravel, and areas with bedrock outcrops.
•Provincial Parks and Conservation
Authority lands, example, Point Farms
Provincial Park, Falls Reserve
•Licensed pits and quarries
•County forests
*Seasonal residential areas, including a
suitable buffer zone
•Specified classes of agricultural lands.
While it would be desirable to eliminate
all Class 1, 2, 3 and 4 agricultural land
from further consideration for use as a
landfill site it is likely that this would
eliminate most of the land in the county.
Therefore, it may be necessary to include
only certain specified classes of
agricultural land.
The goal of the constraint mapping pro-
cess is to determine areas which may be
suitable for development for a landfill
site area. It is possible that, after the
mapping is complete, most areas in the
county will have been eliminated. In that
case it would be necessary to revise the
list of constraint categories, and reduce
the stringency of some of the categories.
Land areas remaining upon completion
of the initial constraint mapping process
will be considered further under a secon-
dary screening process in Stage. 2B
(Analysis of Alternatives)
The next Waste Management Steering
Committee meeting is November 14, 10
a.m., at which time Stage 2A Draft
Preliminary Report. The constraint snaps
will be reviewed as well. The public and
media are welcome to attend all steering
committee meetings.
