Bruce employees seek answers

Employees at the 'ruce Nuclear Power
Development wonder whose interests are best served
• by having some 'of Ontario Hydro's nuclear plants
make drastic improvements, while others are land -up.
They suggest all plants slowly bei .proved.
A panel of nuclear operators made a submission to
the provincial legislature's select committee on Ontario
Hydro nuclear affairs Wednesday night, at the
Governor's Inn in .Kincardine. '
Harold F1[ergott, said he was an employee at Bruce A
and hewas there to answer any questions the commit-
tee may have. • " ' •
He said employees are worried that consultants'
(with short contracts) interests- are. bestserved by the
recommendation to lay-up seven reactors while refur-
bishing` 12 more, and not in:the best:interests of
Ontario ratepayers.
. "There is a high level of consternation among the
employees. They have a hard timebelieving that
Hydro's board of directors canrmake a decision to
spend billions of dollars and shut down admittedly safe.
reactors, within_ one day.. • They can't imagine there
were, no other options worthy of consideration,"
Frank Morris, a supervising nuclear operator, said
the lack of environmental responsibility Hydro's' board
exhibited in approving the lay-up of seven reactors,
"without first performing an, independent environment
impact study regarding the replacement.generation, is.
' frightening,"
Morris'. said Hydro, is a significant contributor to
Ontario's emissions;. of global warming greenhouse
gases. '
'Due to the lay-up of the reactors, acid gas emissions
from replacement generation are expected to increase
80 per cent in 1998 and globalwarming greenhouse
gases by about 50 per cent.'.'
Hydro's board has recommended firing up oil and
coal fired reactors to replace ••the energy lost when the
nuclear plants are shut down..
Ken McGuigan, said the operators don't believe that
laying up Bruce A is the right thing to do.
"We can, through our knowledge and expertise,
maintain their safe operation. As IIPA report,' the
AECB and Carl Andognini, author of the HAP' state,
the reactors arebeing operated safely." '
He said em ploYees understand truce A is aging and
has current'recoverable technical,problems. •
"These technical problems are due to the earlier pro-
duction oriented management `of• the 80s where the
•direction, was megawatts produce& and not. necessarily
nuclear excellence, as is the focus in the 90s."
Tim Morgan, a nuclear operator, said he would .rec-
ommend giving Bruce A the green light to arrange a
public/private partnership to redevelop its generating
facilities. a
"The. employees are eager to make it happen. Major
construction companies, boiler• manufacturers and U.S..
power' marketers are lined out the door waiting to
invest.in Ontario and Bruce A. However, the Ontario
legislature is, in the way. Please get out of the way,"
He also suggested the Nuclear Asset Optimization
Plan (NAOP) was really.a $5 billion taxpayer subsidy
to eliminate nuclear marrketshare, to fix up fossil fuel
generating stations for privatization and to purchase
