Superintendent of educa- tion John MacCauley outlin- ed the changes to the separate school trustees at their April 25 meeting. The increase of a half-time special education resource teacher was needed because of fluctuating caseloads at some schools within the system. The plan originally° called for 11.8 special educa- tion resource teaching posi- tions for 1982-83 but t was increased to 12.3 teaching positions. Mr. MacCauley also outlined the changes in the number of teachers required for self-contained special education classes in 1982-83. The plan originally called for fiveteachers for special education classes, but the number will remain at the present three. "The numbers are not as high as predicted," said Mr. MacCauley adding that a number of students are serv- ed in the remedial class caseload. The number of self- contained special education classes remains at the pre- sent three. Other changes made to the plan do not increase or decrease the number of teachers. While a half-time teacher for the gifted and a half-time psychometrist were initially approved in the plan, the superintendent reported that the teacher of the gifted has been hired full- time but no appointment of a psychpometrist has been made. Two special education resource teachers in speech and language were hired to instruct exceptional pupils and while this is a part of their task, they will also be instructing remedial students, reported Mr. Mac- Cauley. A contract to purchase counselling services with the Women's Centre in Owen Sound, for women in crisis needing short term accommodation, was ratified. The parental support program was increased to full time status, whereby the program acts as an agent on behalf of the county within the Family Court System. The day care program continues to grow, including an increase in services for both non -handicapped and handicapped children. The increase in demand for services and subsequent cost ramifactions will be a major concern in 1983, said Verrips. Immediate staff support will include an additional contract social service worker and increased clerical time. Students will be utilized to supplement existing staff where necessary. The Youth Employment Program will be introduced to provide employment counsel- ling services to "hard to place" youth 16 - 24 years. The Canada/Ontario Employment Development Program will be followed aggressively by staff, in order to employ the maximum number of general assistance clients. Day care will continue to expand with the introduction of the Pre-school Integration Program for handicapped children and at least three additional day care contracts, Wiarton, Saugeen Band and Tobermory, will be ratified to provide services to children in these communities. It was budgeted at $587,645 1982 dollars and actually • cost $668,218. The increase represents the half-time special education resource teacher increase and the cost of the new salary agree- ment. In other special education business, the board ap- pointed Stewart Thompson of Goderich to the special education advisory commit- tee from May 1, 1983 to December of 1985. Mr. Thompson will be Huron County's representative to the committee. Separate school tax bill up 12 % By Stephanie Levesque Separate school taxpayers in Huron and Perth will pay an average of $37.50 more per $5,000 assessment to raise $1,528,900 as the local share of the 1983 budget. The Huron -Perth Separate School Board approved a $7,622,314 budget for 1983 at its April 25 meeting. This is an increase of 12.53 per cent over last year's budget of $6,783,402. The local share in- creased from $1,295,800 in 1982. Chairman of the finance committee trustee Ron Mar- cy of Stratford reported that the board will be able to hold its increase to 10 per cent because of a $46,000 surplus last year and because one mill raises $900 more this year than last year. One mill raises $24,400 in Huron and Perth for separate school purposes, "This is due to the fact that our assessment base has in- creased by close to $1 million ( this increase in assessment, which is becoming an annual event, shows that the sup- port for our system con- tinues to grow)," stated Mr. Marcy. The finance committee chairman pointed out that even if the board kept its ex- penditures equal to 1982, the 1983 budget would reflect a 6.04 per cent increase. This means the Ministry of Education sets a mill rate that determines the amount the board has to collect from taxpayers before the amount of grant to be received from the Ministry is determined.
