Last week at the Sunday service at the Pine River United Church twelve young people of the congregation joined the church. They were Alex Boyd, Ross Farrell, Jeffery Godfrey, Kent Low- ry, D'Anne Mitchell, Crary Rutledge, Barbara Scott, Heather Scott, Jean Anne Smeltrer, Kenneth Thomp- son, Janine Thompson and Jeffery Wilkins, Congratula- tions to these young people on their big step in life, The Clover Valley 4-H Club attended their Achieve- ment Day on Saturday, April 9 in Kincardine in the Kincardine Township School, Barbara Rogerson and family of Toronto were up to see Dorothy Finlayson on the weekend. Mrs, Finlayson returned to Toronto with them and attended an 80th birthday party in Brampton at the home of Farquhar and May McDonald in honour of his mother, Mrs. Donny Mc- Donald of Ripley. Hippy Birthday Mrs. McDonald. The community sendsits congratulations to Mr. and Mrs. Louis Sloetjes on the arrival of their new son. The proud grandparents are Mr. and Mrs, Lloyd Collins and Mr. and Mrs. Bert Sloetjes, Mr. and Mrs, Charles Wilkins had their two daugh- ters, Janet Wilkins and Bar- bara Sheppard of Paris, Ont- ario with them on the week- end, and on Monday evening Mayme had her mother and brother, Stella Irwin and son, Lloyd of Kinloss. TAKE NOTICE that the Council of the Corporation of the Village of Lucknow intends to apply to the Ontario Municipal Board for approval of: a. the construction of Sewage works as described in Schedule A annexed hereto at an estimated cost of S1,400,000,00. After allowing for a Provincial Government grant of 51,050,000.00, the sum of 597,500.00 shall be raised by a connection charge to 130 properties of 5750,00 each, and a further sum of 5252,500.00 shall be raised by the sale of debentures payable over a period not exceeding twenty years. The Corporation intends to charge a part of the cost of the works as a sewer rate for a period not ex- ceeding twenty years upon the owners or occupants of lands who will or may derive a benefit therefrom, and b, the passing of proposed by-laws to impose such sewer rate to raise the whole or the annual payments on such debentures, consisting of; 1 an annual rate estimated at 4.85 mills, on the assessed value of all the residential property and at the rate of 5,70 mills on the commercial, industrial and business property on all the lands in the Village of Lucknow, and It an annual rate estimated at 2,42 mills on the assessed value of the residential property and 2,85 mills on the commercial, industrial and business assessment which use sewage service and which sewer rate would be in addition to that sew. er rate imposed under Paragraph 1 b. 1, hereinbefore mentioned, 2. a, The following is an example of the annual charge on an average dwelling within the ser- viced area and assessed at 513,600.00; 1 sewer mill rate for debenture (4,85 mills) and sewer service mill rate for debenture (2.42 mills) 599,00 11 sewage service rate (for operating costs) 156,00 5255.00 b, The following is an example of the annual charge on an average dwelling outside the serviced area and assessed at 515,415,00; 1 sewer mill rate for debenture (4,85 mills) 575,00 c. Connection Charge from property line to the Sanitary Sewer 5750.00 3, The sewage service mill rate and/or sewer mill rate may be commuted at any time prior to the issuance of the debenture, pursuant to By-law 3.1982, by a payment in cash by the owners or occupants of land, subject to said sewage service mill rate and/or sewer mill rate, and such payment in cash shall be calculated by the Clerk•Treasurer of the Corporation of the Village of Lucknow, or her agent to be the equivalent to the capitalized value of the said sewage service mill rate and/or sewer mill rate payments under this Byalaw, and any payment in cash for the purpose of commuting said sewage service mill rate and/or sewer mill rate shall be payment in fill and shall not be a part payment of said commuted value. 4, There are no exemptions to be granted under Section 218 (14) (b) of the Municipal Act, 5, Any ratepayer may, within twenty-one days after the date of the publication of this notice, serve personally or by registered mail on the Clerk, of the Village of Lucknow, at the address given below, a notice in writing stating his objection to the approval of the construction of said works or to the imposition of the special rate, and the grounds of such objection and that if a public hearing is held, he or his representative will attend such hearing to support such objection. 6. The Ontario Municipal Board may approve of the construction of the said works and the issuance of the said debentures, and the imposition of the said sewer rate, but before doing so it may appoint a time and place for a public hearing when any objection will be considered, but notice of such hearing will be given only to those persons who have given notice of objection as provided for above.
