The Lucknow Sentinel, 1983-04-13, Page 12e, obituaries Frank Henry 1VIs ulden Frank Henry Maulden, of R. 2 Holyrood, passed away at Wingham and' District Hospital on Monday, April 4, 1983, after a lengthy illness. He was born on December 20, 1903, at Ipswich, Suffolk, England, and was a son of the late Mr, and Mrs. Robert Maulden. He came to Can- ada when quite young, and lived in Muskoka, and later at R. 2, Holyrood, where he farmed until ill health forced his early retirement. On August 30, 1939, he and Elizabeth (Bessie) Lane were married, and they have one son, Keith, who lives at home. He is also survived by two sisters, Mrs. Victor Williams (Alice) and Miss Mary Maul - den, and two brothers, Leon- ard and Arthur, all of Eng- land, and several nieces and nephews, and great nieces and nephews. He was predeceased by one sister, Mrs. Leslie Wilk- inson (Peg), andone brother, Alec. The complete funeral ser- vice and committal was held at the MacKenzie and Mc- Creath Funeral Home in Lucknow on Wednesday, Ap- ril 6, 1983 at 2 p.m. with Rev. Robert Shaw, of Kinlough Presbyterian Church offic- iating. Burial will be in South Kinloss Cemetery. Old Light Lodge #184 held a memorial service at the funeral home on Tuesday evening, April 5 at 9 p.m. Ida May Miller Ida May (Stein) Miller of Lucknow died at Pinecrest Manor Nursing Home in Lucknow on April 5, 1983 in her 83rd year. A daughter of the late Andrew Stein, and Sarah Lougheed of Lucknow, she was born on May 21, 1900. She married Harvey Miller of Lucknow on September 26, 1917. She is survived by three daughters, Rhea Whitby, Lucknow, Rena Fitch of Belmore and Emmeline Cameron of King City, Ont- ario and a son, Elwood Miller of Toronto. A sister, Laura Peterson of London and a brother, Lloyd Stein of Ed- son, Alberta, 14 grandchild- ren and 12 great grandchild- ren also survive. The funeral was held from the MacKenzie and Mc- Creath Funeral Home in Lucknow on April 8, 1983 at 2 p.m. conducted by Rev. Hugh Nugent of Ashfield Presbyterian Church. Burial followed in Green- hill Cemetery, Lucknow. Jean [Scott) Webb The death occurred of Jean (Scott) Webb formerly of St. Helens area in White Rock Hospital, British Columbia on April 2, 1983. She is survived by two sons, Russell of Richmond, B.C. and Bill of Mission, B.C., one daughter, Dorothy Coulter of Armstrong, B.C. and nine grandchildren. A brother, Robert' Scott of Ashfield Township and a sister-in-law, Mrs. Allister Hughes o�icknow, also survive. She was predeceased by her husband, MacKenzie Webb in 1974. The funeral was held April 6, 1983. Cremation followed. Study Vanuata Unit 4 Unit 4 of Lucknow United Church Women held their monthly meeting on Tues- day, April 5 with an attend- ance of 18. Mrs. • Bob Campbell had charge of the study on People of the South Seas. Mrs. Gordon Cayley, assisted by Mrs. Warren McDougall, showed a film strip on the South Pacific Islands, its people and customs. Mrs. Campbell gave a paper from the Mandate on the lndependance of Vanu- Turn to page 13• lochalsh news •from page 5 Hanover and Mr. and Mrs. William Irvin and family of Ashfield Township. Lorne Luther and Maxine Luther spent Easter weekend in Ridgetown visiting their friends and relatives. John and Judy Sinclair and family visited on the week- end with Jim and Ruth MacKenzie and family. Dorothy Finlayson had some of her family with her Easter weekend, Jane Em- berlin, Barbara Richardson and sons, Andrew and Char- les and Allen and Kenny Finlayson, all of Toronto. Jeremy Richard, son of Richard and Linda McQuil- lin, was baptized on Sunday at the Ashfield Presbyterian Church. Mrs. Harvey Mc- Quillin (grandmother), her daughter, Brenda and her granddaughter, Lindsey of St. Catharines, attended the service. Mr. McQuillin was unable to attend as he had been called back to his boat. Mr. and Mrs. Bill Kempton (grandparents) of Point Clark and all the Kempton family were able to attend. After the service, they all enjoyed a lovely dinner at the home of Mr. and Mrs, Steven McNay )f Amberley. Mrs. Bob (Mary) McNay had dinner with them also. Mr. McNay vas not in attendance as he also had been called back to his boat for the shipping -,eason. Edna Culbert was in Lon- don a couple of days last week and she was present at a birthday party for her mother, Elizabeth Matheson on her 89th birthday. All the family, four girls and one son, were home except one son living in Colorado, who was unable to come, Thomas Elliott Walter Simpson, son of Mr. and Mrs. Robert Simpson Jr., was baptized at the Ashfield Presbyterian Church Easter Sunday. Julie MacDonald, daught- er of George and Andrea MacDonald, celebrated her 9th birthday on Saturday. Happy Birthday. Julie. Mrs. George MacDonald (Andrea) and children, Julie and Michael, were in London on Friday to visit with the Matheson family and visited their grandmother, Mrs. Eli- zabeth Matheson in St. Mary's Hospital. Lucknow Sentinel, Wednesday, Aprtt 13, 1983—Page 12 NOTICE OF APPLICATION By the corporation of the Village of Lucknow for approval of the construction of certain Sewage Works and the issuance of debentures as set out below and for approval of the enactment of a proposed by-law imposing a Sewer Rate 1. TAKE NOTICE that the Council of the Corporation of the Village of Lucknow intends to apply to the Ontario Municipal Board for approval of: a. the construction of Sewage works as described in Schedule A annexed hereto at an estimated cost of 51,400,000.00. After allowing for a Provincial Government grant of $1,050,000,00, the sum of $97,500.00 shall be raised by a connection charge to 130 properties of $750.00 each, and a further sum of $2,52,500,00 shall be raised by the sale of debentures payable over a period not exceeding twenty years. The Corporation intends to charge a part of the cost of the works as a sewer rate for a period not ex- ceeding twenty years upon the owners or occupants of lands who will or may derive a benefit therefrom, and b. the passing of proposed by-laws to impose such sewer rate to raise the whole or the annual payments on such debentures, consisting of: I an annual rate estimated at 4.85 mills, on the assessed value of all the residential property and at the rate of 5.70 mills on the commercial, industrial and business property on all the lands in the Village of Lucknow, and II an annual rate estimated at 2.42 mills on the assessed value of the residential property and 2.85 mills on the commercial, industrial and business assessment which use sewage service and which sewer rate would be in addition to that sew- er rate imposed under Paragraph 1 b. I, hereinbefore mentioned. 2. a. The following is an example of the annual charge on an average dwelling within the ser- viced area and assessed at $13,600.00: I sewer mill rate for debenture (4.85 mills) and sewer service mill rate for debenture (2.42 mills) $99.00 II sewage service rate (for operating costs) 156.00 $255.00 .00 b. The following is an example of the annual charge on an average dwelling outside the serviced area and assessed at $15,415.00: I sewer mill rate for debenture (4.85 mills) $75,00 c. Connection Charge from property line to the Sanitary Sewer $750,00 3. The sewage service mill rate and/or sewer mill rate may be commuted at any time prior to the issuance of the debenture, pursuant to By-law 3.1982, by a payment in cash by the owners or occupants of land, subject to said sewage service mill rate and/or sewer mill rate, and such payment in cash shall be calculated by the Clerk -Treasurer of the Corporation of the Village of Lucknow, or her agent to be the equivalent to the capitalized value of the said sewage service mill rate and/or sewer mill rate payments under this By-law, and any payment in cash for the purpose of commuting said sewage service mill rate and/or sewer mill rate shall be payment in full and shall not be a part payment of said commuted value. 4. There are no exemptions to be granted under Section 218 (14) (b) of the Municipal Act. 5. Any ratepayer may, within twenty-one days after the date of the publication of this notice, serve personally or by registered mail on the Clerk, of the Village of Lucknow, at the address given below, a notice in writing stating his objection to the approval of the construction of said works or to the imposition of the special rate, and the grounds of such objection and that if a public hearing is held, he or his representative will attend such hearing to support such objection. 6. The Ontario Municipal Board may approve v3tthe construction of the said works and the issuance of the said debentures, and the imposition of the said sewer rate, but before doing so it may appoint a time and place for a public hearing when any objection will be considered, but notice of such hearing will be given only to those persons who have given notice of objection as provided for above.
