Board learns children noteligible to attend Madill
The Bruce County Board of
Education learned last February that
they were paying tuition to the Huron
Board of Education for two students
who did not qualify as non-resident
students at Madill Secondary.
Under an agreement between the
Bruce and Huron Boards of
Education, the Bruce board pays the
tuition of students who attend school
in Huron, but live in Bruce County.
Students who live on the 8th con-
cession of Kinloss and south of it, live
in Bruce County but attend school in
'Huron at F.E. Madill, in Wingham.
Their tuition is paid by the Bruce
Board to the Huron Board.
David Hanna, son of Mr. and Mrs.
Ernie Hanna, who live on the 10th
concession of Kinloss., started grade
nine at Madill in September, 1972. At
that time, the 10th of Kinloss was in
the Madill school area of Bruce
county.
In 1972, the boundaryline was
changed and only students who lived
on the 8th concession and south were
eligible to attend Madill. Because
David was entering grade 10 in
September of 1973 he was to change.
schools and attend Kincardine High
School. Only students who were en-
tering grades 11, 12 or 13 could finish
their secondary education at Madill,
even though they now resided outside
the Madill school area because the
boundary had changed.
David returned to Madill in Sep-
tember, 1973, because his father
believed the property he owned in
Huron County and the property he
owned in the Madill school district of
Bruce made his children eligible tb
attend'Madill.
David continued to attend Madill
and the Bruce County Board of
Education paid the Huron Board the
tuition for David as a non-resident
student, in error.
In February of last year, Mr. Hanna
received a letter from Jack Ritter,
principal at F.E. Madill Secondary,
informing him that the Bruce County
Board of Education would no longer
pay his son's tuition to the Huron
Board of Education.
Mr. Ritter informed Mr. Hanna
during an interview in Mr. Ritter's
office on February 3, that, since the
change to County School Boards in
1.969, the taxes for land owned in a
school district did not go to the school
board but to the county board of
education.
The taxes paid on the property Mr.
Mr. Hanna owned in the Madill school
area of Bruce were not being paid to
the Huron Board of Education but to
the Bruce Board of Education.
Previously this taxation had been
paid to the Huron -Bruce District High
School Board.
The land Mr. Hanna owned in
Huron County was the only property
which qualified him to send his
children to Madill and the taxation on
this property is not sufficient to allow
his children to attend Madill without
Mr. Hanna paying tuition.
The Bruce Board of Education had
paid the tuition for David from 1972
through 1976 in error. The error was
Johnston Bros.

discovered when his sister, Lois,
started at Madill last September, and
Mr Hanna was informed in
February.
When it was discovered that the
Hanna children were not eligible to
attend Madill, the school Board was
no longer obligated to send a bus
along the 10th concession of Kinloss
township. Boards of education are not
obligated to provide transportation to
students, who attend schools outside
the school area where they live,
because their parents are paying
their tuition.
Mr. Ritter followed up the interview
with Mr. Hanna with a letter : ex`
plaining the situation in writing dated
May 7.
— Mr. Hanna refused to pay the
tuition for his son or daughter last
year. Mr. Hanna paid his daughter's
tuition for the 1977 school year when
she returned to school on September
5. He will have to pay her tuition for
this year.
He-4has not paid his son's tuition for
last year. His son completed his grade
12 and did not return to school this
September. He has not received his
grade 12 report card because his
tuition for last year is still not paid.
Three other children who live on the
10th concession of Kinloss are without
bus transportation this year because
the. Hannas are no longer eligible to
attend Madill. Mr. and Mrs. Bob

Everyone should have a hearing test at least once a
year if there is any trouble at all hearing clearly. Even
people now wearing a hearing aid, or those who have
been told nothing Could be done for them, should have
a hearing test and find out about the latest methods of
hearing correction.

Madill and previously their children
got on the bus that went down the 10th
to pick up the Hanna children.
Mr. Ritter said that it is unfortunate
that the error was made, but the
Hanna children had been attending
Madill before the boundary changed
and their assessment was not checked
carefully until Lois Hanna started
school last September. The Bruce
Board discovered that the Hanna
assessment was in Bruce outside the
Madill school area and if their
children are to continue�at Madill they
will have to pay tuition.
