The draft report of the Maitland
Valley Conservation Authority's
Flood Plain Mapping and Remedial
Measures Study recommends that
channel improvements be made to the
Ackert Drain (Lucknow River)
between Willoughby and Wheeler
Streetsto prevent flooding of the main
street businesses near the main street
conduit during spring runoff.
The draft report was presented to
the Lucknow, Village Council at a
special meeting on Tuesday, Sep-
tember 5 by R.J. Hicks, project
engineer for Triton Engineering,
Orangeville, who did the study. Ian
Deslauriers, Wroxeter, resources
manager, for the Maitland Valley
Conservation Authority, Mac Cam-
pbell, South Bruce Planning Board
and George Brophy, lawyer for the
village council, also attended the
meeting.
The improvements to the channel
will increase the channel capacity for
low flows with dyking to contain up to
a 30 year storm flow.
Improverhents recommended in the
remedial measures section of the _{
report are channel widening and
dyking, lining of the main street
conduit, removal and disconnection of
drains from existing buildings.
One of the most common conditions
that causes flooding is peak flow
caused by a rainfall or combination of
rainfall and snow melt, During the
spring flow, water levels are at the
top of the channel banks causing
flooding of some commercial
buildings and residences on the
Ackert Drain.
Local residents claim that peak
flows on the Drain have increased in
magnitude and frequency since
recent cleanout on an upstream
section of the drain.
The capacity of the Drain is limited
by its small gradient, and the
carrying capacity, of the channel is
reduced through the village.
Basement walls of the main street
commercial buildings adjacent to the
drain form the side walls of the
conduit. These basements are flooded
periodically due to backup in floor
drains and seepage through basement
floors and walls.

Cleanout and widening downstream
would reduce level's somewhat said
the report, but would not effect
anything north of Willoughby,
because the bridges set up flood
patterns north of the main street.
Other remedial ; measures con-
sidered in the study were inn-
provements to bridges on Dickies
Creek which runs into the Mill Pond,
• an upstream reservoir and floodplain
clearing. These measures were not
recommended because they were not
economically feasible, The benefit -
cost ration indicated that the cost

Ackert Drain in Lucknow?
The villagers of Lucknow will
probably be scratching their heads
when . they read about the Ackert
Drain flooding main street businesses
in the Maitland Valley Conservation
Authority's report of Flood Plain
Mapping for Lucknow. The river
running through town under the main
street has always been known as the
Lucknow River.
The official maps obtained by the
Authority indicate that the Nine,Mile
River runs from south of main street
to Port Albert where it empties into
Lake Huron. North of Lucknow's
main street is the Ackert Drain.
Councillor Ab Murray said, at a
special council meeting to consider a
draft report of the Flood Plain Map,
that he is sure that the 'Ackert Drain
does not come over the hill at
Holyrood but curves northward.
Ian Deslauriers, resources
manager, for the Maitland Authority
said that there is a board which does
the research to identify the names of
rivers on official maps and if anyone
has data which indicates a name is
wrong, the name will be changed. He
said that If proof exists in the records
at the Kinloss Township office to
