Ginn, 50, was silected as
• the 111 warden of the County,
defeating John Tinney Reeve
of • Hay Township on the
second ballot. Robert Lyons,
West Wawanosh reeve, was
eliminated on the first ballot.
' He told fellow councillors
that his election was the
fulfillment pf a. dream adding
that most county councillors
look towards someday oc-
cupying the warden's chair.

only one ever elected warden,
although his father tried
'Once. The last Goderich
Township reeve elected
warden was Walter J. Forbes
in 1963.
In his *opening remarks
warden Ginn said he would
like to institute the use of
agendas for county meetings
so councillors will know who
and what will be appearing at
•each session. He claimed the .
use of an agenda will give
councillors the opportunity to
formulate relevant questions.

congratulations to the new
warden,, Huron -Middlesex
Liberal MPP, Jack Riddell,
reprimanded council for their
tardiness in voicing ob-
. jections to Bill 98, an act to
revise the Municipal Elec-
tions Act of 197 andchange
the election date to . early
November. „
Riddell said he was sure
that material concerning Bill
38 was circulated to ;county
council members from his
office,
heard..of your objections
after the fact but if i had
known your feelings earlier I
could ha"ve made a lot of noise
about it," he Said, "If I don't
hear from you it means you
are relatively happy but it is
awkward to stand up in the
legislature and comment if
yoti don't know the people are
•behind you." "
Riddell explained that he
'has not had much time to si.t.
in on county council sessions
becauge•of his 'over bearing'
workload but added it should
not have an effect on con-
stituents making known their
views.

• "I want to hear yOur views
and I will represent them in
the Legislature," he said. "I
have to rely on you .people to
give me your views and it can
- be done by letter or whatever
manner you choose."

increasein his salary to: bring the
total salary increase to the limit
set by the Anti-inflation board. •

further 3% increase because this
would bring his hourly wage to an
amount higher . than the town
foreman. Because Crawford .had
only Asked to the payment of his
OHIP coverage, Council was
• obligated to give • the same
increase to Austin..
Austin said tat he would
accept the proposal but that he
• was not satisfied and Council
agreed to re -negotiate the salar-
• les with.the public works commit-
teein six months time at the June
• meeting. •
• The Public Works employees
will have their salary maintained
at the 1977 level, their OHIP
coverage will be paid and they
• will receive Saturday mornings
• off in the summer, provided they
setill' work 44 hours a week. The

Saturday mornings to allow the
refuse to be sent with the garbage

that Herbert's salary was not in
line with other clerks in. the area

• Councillor Ab Murray stated
that since Council had just held
.tbe Public Works' employees to a
3%. increase it would be unfair to
aise "the clerk's salary by \6%.
Reeve - Joynt answered that
Council shoifid consider what it
would involve to hire a. new Clerk
Herbert were to resign,
because itwouldbe very difficult
to find someone who had the
qualifications Herbert has
brought tOthe job and that there
was no way Council could hire, a
new clerk without paying more
than Herbert was asking.' .
Clerk-Treasitrer Alf Herbert
applied to 'Council for a 6%
increase in his salary according to
the guidelines set by the Anti -In-
flation Board. His present salary
is $15,892 and the,increase would
have amounted t� $955. Herbert
said that this would not affect the
mill rate And that the inflation
rate* last year had been 8.7%

Councillor Bill Crump pointed
out that the town would be,
crippled if the Public Works
employees quitand that their fobs
• also had merit. Reeve Joynt
agreed, but said, that the two
positions should not be compared
because a labourer's position
cannot be compared to a clerk -
treasurer's position. "It would be
like comparing the salary of a
• school principal to that of the
school's „custodian, ' ' said Joynt.
Councillor Tom Andrew'made a
, motion that the Clerk -Treasurer
• receive a 6% increase which was
not seconded. Councillor Bud
Hamilton then tabled a motion,
seconded by .Crump, to rehire.
Herbert as Clerk -Treasurer at a
3%, salary increase to be re -nego-
tiated in six months' time.
Herbert accepted the offer but
added that like Austin he was
dissatisfied. °•
Reeve Joynt asked that it , be
recorded in the minutes that he
did not believe the Clerk -Treas-
urer's salary was 10' line with
other Clerk -Treasurers in the area
and that in consideration Of his
. workload the salary for this year
should be set at a 6% increase•
