and the case was reported to the Children's Aid

Crown Attorney Robert Monis disagrees with the
interpretation of forthwith used by Hunter and said
another interpretation by the Supreme Court of
Canada determined forthwith meant police officers
must administer abreathalyser test within 30 minutes
of stopping a person suspected of drinking and .dri-
` ving.
Mortis has requested an appeal of the case to the
Ontario Court of Appeal. .

Conservation
authorities should
reduce levy 14%

Kinloss township
council is putting its sup-
port behind a resolution
being circulated by
Bentinck Township ask-
ing for a reduction of 10
per cent in the levy to
municipalities . by the
conservation authorities.
Clerk -treasurer Mark
Becker explained that
• because of the all the cut-
backs the province is
putting down to the
inuriicipalities, it is the
feeling that cdnservation,
authoritiesshould cut
back too.
At its July 2 meeting,
council passed a motion
stating its opposition to

'property tax assessment
being privatized. Becker
said thecost of assess-
ment is now paid for by
the province not costing
the municipality anything
directly.
The motion was.circu-
lated by OPSEU workers
who say the current sys-
tem . is 'fiscally responsi-
ble, fair, consistent and
cost efficient"
