. council. The county also
doubts the legality of the

says that while the omnibus
bill, legislation giving the
province .and. municipalities`
a host of new powers,,
allows user ;fees, it does not
take the place of rules in the
Pabliic Libraries. Act.Those.
rules say libraries have to
offer free service tc't ; local
taxpayers if they Want
provincial grants.,
Bruce county hoped to
collect $50,0in user fees
to make up for provincial:

Board chairman Tom
Boyle wants the county to
lobby for rule changes that
would allow the library to

level df service," and have
already, been successful in
Edmonton.
The $50 annual fee for
non-residents is allowed by
the ministry and will stay in,
place. That fee applies to
library patrons who are not
Bruce county taxpayers.

doors for.. the first time today..(Mar« 27), 'from 9 a.m.to,
noon, and every Wednesday thereafter. The Foodshare is
located beside the Horne Video store, at the north end Pf
Wingharn (the old Beaver lumber building).
The oodshare's mandate is to be a year-round source of
food for those in deed who live in the northern part of
