OMAF has new program for soil conservation

Recently the Ontario Ministry of
Agriculire & Food announced an updated
version of the Ontario Soil Conservation &
Environmental Protection Program - call-
ed OSCEPAP II. This grant program has a
four-year term, effective from April 1,
1986.
One of the major thrusts of this program
is to encourage Ontario farmers to
establish various types of soil erosion con-
trol facilities where erosion is presently a
problem.
Some of the items eligible for grants in-
clude the following:- gully erosion control
devices, grassed waterways, drop struc-
tures, chute spillways, ditchbank stabiliza-
tion, channel grade control structures, tile
outlet protection, seeding or sodding of dit-
chbanks, fencing off ditches or water
courses from livestock, alternate livestock
water devices adjacent to watercourses,
controlled access ramps and fencing for
in -channel livestock watering, grade -level
ditch and stream crossings, etc.
In addition, for those who have soil ero-
sion problems due to wind, a grant is
available for the planting of tree wind-
breaks around the perimeter of fields
(does -not include trees around
farmsteads).
The amount of assistance available is
two-thirds of the eligible cost of the work
up to a maximum grant of $10,000 per
farmer. Eligible costs include engineering
fees, permits, materials and construction
labour. A farmer's own labour, machinery
used and materials are not eligible costs.
OSCEPAP II includes a new section, not
previously considered under this program,
entitled - Protection of Highly Erodible
Lands. Under this section land that is un-
suitable for cropping because of severe
soil erosion ( even when conservation
tillage and cropping practices are applied)
may be set aside and planted to certain
erosion ersistant grasses or trees.
To be eligible the land must have been
used in the immediate past for row -crop,
must be severely sloping, and show signs
of a high degree of erosion. Livestock is not
to be pastured in these areas. The grant
will be made in one payment in the first
year of the project and will require a three
year commitment on the part of the
farmer.

The amount of grant for this highly
erodible land set-aside is two-thirds of the
eligible cost up to $60 per acre. A max-
imum of 10 percent of the farmer's crop-
land is eligible, up to 75 acres.
Anyone interested in participating in
any part of this erosion control program
should contact his/her local OMAF office.
A project proposal form ( with supporting
sketches, etc.) must be submitted to the
local office for approval before any work is
begun (no ,work done without prior ap-
proval will be eligible for a grant).

gain insight_
into Festival
Kinloss Kairshea WI held their Cultural
Affairs meeting at the Senior Citizens
Complex on March 19. Mrs. Jean Hughes,
Mrs. Gib Hamilton and Mrs. J. Burt were
the hostesses.
The president, Mrs. Robert Gilchrist,
welcomed the members and guests and
read a poem. Mrs. Lloyd MacDougall read
the Scripture.- .
Mrs. Cliff Roulston introduced the
speaker, Mrs. Katherine Kaszas, Artistic
Director for the Blyth Festival Theatre.
Mrs. Kaszas painted a fascinating word
picture of the Blyth Festival and its
tremendous growth over the years. The
original audience attendance of 3,000 has
jumped to a record 37,000 in 1986.
It is one of the few Canadian theatres
that presents only new Canadian plays.
Winter workshops are held to assist new
playwrights. There is also a youth pro-
gram for ages 5 to 20 to learn about theate
and work with professional actors.
The secret to Blyth Festival's success,
says Mrs. Kaszas, is we see ourselves and
our neighbors in the plays. Mrs. Vera
Schmidt thanked the speaker.
Kairshea WI will look after the lunch
booth and dinner for the first day of the
Lucknow Craft Festival. The new adult
course "Short Order Meals" will be held at
the end of April.
The ladies who organized and worked on
the quilting project were thanked.
Following the rollcall, Mrs. Vera
Schmidt led an Irish sing -song. Mrs. Lloyd
MacDougall gave a St. Patrick's Day
reading and held two contests.
Mrs. Robert Gilchrist gave ' the
courtesies. The hostesses served a lunch of
delicious desserts.
Voice for Life
holds meeting
Eleven members met for the March
meeting of the Wingham and Area Voice
for Life Board of Directors.
Considerable discussion revolved
around the formation of a new provincial
political party, the "Family Coalition Par-
ty". Members were happy to note that the
new party, if formed, will be pro-life and
pro -family. They welcome this new party
because they are convinced that pro-life
and pro -family people are now disenfran-
chised. Proof of this disenfranchisement
was made clear to them once more by two
recent events: the approval for legal pro-
tection of "sexual orientation" in Ontario
under Bill 7 (in favour: NDP, Liberals and
, the leader of the PC Party) ; and the
rebuff of the pro-life pro -family group
known as REAL Women by the PC
government in Ottawa. The same govern-
ment gave $11 million to feminists of all
sorts, including large sums of money to
pro -abortion and pro -lesbian groups. (The
Christian Heritage Party, a new federal
party, was formed last year for similar
reasons. )
The group will look into renewing their
contracts for T.V. commercials to be
shown on Channel 8 for the coming year,
1987, with the possibility of producing a
new commercial.
