A. Chant, Chairnutit and Presid- ent of the Ontario Waste Management Corporation. "Involving the public in this .process is a top priority of the Corporation," he° an- nounced. In a wide-ranging address to the annual conference of the Rural Ontario Municipal Association, Dr. Chant Out- lined the nature .of the industrial waste problem in Ontario, ,and the 'approach being taken by OWMC to not only selecting appropriate • treatment and storage facilit- ies, but implementing a long term waste management pro- gram. Dr. Chant emphasized that the problem of industrial wastes in Ontario is a serious • one, and that treatment and disposal facilities are urgent- ly needed. While there are estimates of 60 to 70 million gallons of liquid industrial wastes generated a year, this amount takes into account only those wastes being transported on public high- ways from the point of generation to a disposal site, and does not include wastes that are stored, disposed of on the generators' premises, recycled, or simply taken out to the 'back '40' and dumped. "Under the cirtumstance- es, there are those who would have us do something,. anything as quickly as pos- sible, to relieve the situation. Building on marginal sites such as South Cayuga is not our business, and it is not an acceptable answer. We will riot be panicked by the situation. We intend to do it right," commented Chant. • Dr. Chant also reported that OWMC must set as its objective the development and implementation of a • province wide, long term program, aimed at not only treating and storing wastes, but assisting in reducing and recycling them. "We are •not simply a one issue Corporation, look- ing desperately for a dump- site somewhere in the prov- ince " he , emphasized. OWMC will be looking to the longer term, and developing programs in assisting waste reduction efforts, as well as locating and managing sites for treating and disposing of wastes, he reported. "The site selection process must involve, several stages - beginning with an inventory of all available lands meeting our requirements for natural, predictable features," said Dr, Chant. He also stated that the selection process should then advance through subsequent stages of examinations, which focuses attention onto possible candidate areas, • and which concludes with the selection of a preferred area or areas to be studied in great detail. A candidate site or sites would then be sub- mitted to a public hearing for • approval, to be conducted by an independent hearing pan- el. "OWM is committed to • involving the public as it moves through each stage of the site selection process," said Dr. Chant. "Most im- portantly, we want this pro cess to be an open one, where all sides are benefiting • from shared information, and where concerned citizens and organized groups have an opportunity to express their • views before decisions are made." Over • the next several weeks, Dr. Chant and offic- • ials -of OWMC will be meeting with groups throug- out the province, to bring them up to date on the work of the Corporation, and to discuss ways in which they can remain involved. The Corporation has already held one weekend seminar with • representatives from indust- rial and . environmental • groups, and similar seminars will be held in the future. • Over 400 letters have been sent to • organizatilons, throughout the province, :let- ting them know of OWMC's desire to involve them in the months ahead. • In addition, a series of seminars and • workshops throughout the province on industrial waste manage- ment will be sponsored and organized by the Association of Municipalities of Ontario. "This will provide an im portant forum at this 'early stage of our work, for town- ships, municipalities and Ioc- all. organization to become more familiar with these issues, and involved in our work," said Dr. Chant. "The citizens of this prov- ince ,must never again be caught by surprise on the subject of industrial waste. Never again can we afford to arrive on community door- steps, unannounced," he said.
