Planning is already ' under way for Kin
Summerfest '82 to be held from June 18 - 20..
The annual event, celebrating the coming'
of summer, .will have the same format as in
other year's. A 32 team Slo-pitch ball
tournainent will be hosted . as well as the
Saturday night dance held et the Community
Centre. Emphasis on the youth is also.

also looking at bringing back the Saturday
evening barb-que supper.
This is„ the Kinsmen and Kinettes most
ambitiout project each year and planning„

Anne Pritchard is the winner of the recent
Night -Out -on -the -Town draw. Included in
the prize were tickets to the St. Louis Blues
versus ` Toronto Maple Leafs hockey game,
overnight accommodation in Toronto ' and
S100 spending money. Project chairman Jim
Pentland reported that a profit of nearly S250
was realized. Winning ticket was sold by
Sank ,Liddle,
Coming events on the Kinsmen calendar
include hosting the Kinsmen Zone Confer-
ence on March 7, the skate-a=thonon March
22 and the third annual Elimination Draw
and Dance on 'April. 17.
On March 7 members from the other 11
clubs of Zone B as well as officers at the zone
and district levels will meet at the Lucknow
Legion for their annual zone conference.
Various competitions will -be decided and a
possible zone realignment will be; discussed.
A proposed plan wouldsee the existing zone
B. clubs of Point Clark, %%gham,. Belgrave
and Lucke ow break away to form a new zone
with Goderich and the recently chartered
Dungannon clubs.
February is Heart Fund month- and the
Kinsmen will be helping the Kinettes with
door to . door canvassing again .this year,

Kinsmen members Terry Taylor and Cliff
Mann have been looking into the feasibility
of creating a second ball diamond in the
village. With the popularity of slo-pitch ball,..
'the re-emergence of minor ball and the girls
T -ball, playing time has become a problem.:
The existing diamond at the public school
isn't really satisfactory at the competition
level. However, finding space may prove an
insurmountable: problem Other projects are
currently under review as well.

DUBLIN A special education update
was presented to the Huron -Perth Separate
School Board last week.
Superintendent of education, John Mc-
Eayley presented information currently be-
ing studied by the special education steering
committee. Recommendations from . the
committee will be brought to the -board April
12; he anticipated.
All boards of education across the :pro-
vince are to present their special education
implementation plans to ' the Ministry of
Education by the beginning of May.
One of the major tasks required by the
boaird is to :collect all information on excep-
tional pupils within its jurisdiction. This is
carre dly being done by a needs assessment
committee.
To -start, the board has to submit a policy
statement, and Mr. ' McCauley said the
board does have a general'volicy on aims
and objectives. As part of this, the board has
to"statehow the exceptional studentswill be
educated, either in . their own school in :a
withdrawal program, in a self-contained
class, or by purchasing. services from other
agencies.
Mr. McCauley said presently in the
Huron -Perth Separate School system there
is a resource teacher for withdrawal pro-
grams in each -school. He added there are
three self-contained- classes, but no schools
for the trainable mentally. retarded He said
up until Bill 82 was passed, separate school
boards did not have the right to have a
school for the trainable mentally retarded.
Part of the duties of the needs assessment
committee is to . gather information on
:Catholic students in schools for the trainable
mentally retarded operated by the public
boards. The numbers will determine the out-
come, but it is expected the Huron -Perth
board will purchase services from the
public boards. ,
The two other areas' being looked at in-
clude pupils in a school such as John
Roberts School in London, and the
developmentally handicapped pupil. A
fourth area affects the gifted pupil, for
Whom the board has no present program.
Revenue for special education will come
from three, possibly four different grant
structures from the Ministry. Two are based
on formulas; and One is a possible grant for
the trainable mentally retarded. The fourth
area is a :special education grant, based on
1982 dollars. In. 1982, the board will receive
' $125 per pupil, in 1983, .$135 per pupil; 1984,
$145 per pupil and 1985, $155 per pupil. The
Ministry has said it will adjust annually for
inflation.
Director of Education Bill Eckert said this
is not new money, referring to the special
education grant, as the board has been
receiving this and in 1981; the figure was
$110.80 per pupil.
