Ontario's purchase of Suncor shares
has continued in the spotlight at
Queen's Park. The purchase price was
- set at 5650 milbon, but cost estimates
over the life of the financing arrange
ments required to finance the purch-
ase will add a further $2,412.282;000
to the original price.
In addition, background information
used in making a decision on the
purchase has not been presented to
the Legislature. So far, only the
Suncor annual report and acopy of
"an old speech" have been given to
•Legislative Members. '
On top of this, the House has been
informed that Suncoes oil plant at
Fort McMunay is Alberta's leading
.sulphur dioxide polluter, ranking
ninth highest in Canada. As part
owner, the House was told that the
• Minister of Energy has an obligation
to reduce emissions from the plant.
• It is also to be noted that Ontario is
hoping to finance part of the purchase
through receipt of dividends from the
company. 'Unfortunately, it has been
discovered that this' company has not
paid dividends on its common shares,
• and as a result that policy will have to
be changed by the board of directors
before any dividends will be paid. At
the same time, since Ontario owns
only 25% of the shares, only 51 in S4
will stay in Canada under current
circumstances because 75% of the
company is foreign owned. Tradition-
ally, these dollars have remained in
Canada. _
Rent Review
Tenant lobbyists were at Queen's
• Park to persuade Members to oppose
Government moves to raise the six per
cent rent increase ceiling. Suggestions
were made that a "rent registry" be
established to allow prospective tem
ants to find, out what an apartment-
ment's rental rate was. It is unfortun-
ate that; on top of Gc•vernment
initiative in the rent review area, the
Government has reduced the budget
of the Residential Tenancy Commis-
sion which will prevent quick action on
the already backlogged review pro-
' cess.
Industrial Waste
Ridge Landfill site, near Chatham,
has had its certificate of approval
declared null and void as a result of a
Divisional Court ruling. The Environ-
mental Protection Act procedures
were • not adhered to when the
certificate was issued to include the
dumping of liquid wastes. The ruling
stops further dumping at Ridge Land-
fill, but does not deal with the problem
of already deposited materials. Also,
affected by the decision is the status of
two sites at Corunna and Guelph,
where certificates were issued on the
same basis as the Chatham certificate.
Human Rfights
Some amendments have been pres-
ented to Bill 7 by the Minister of
Labour, Robert Elgie. However, the
Minister did not eliminate the search
and seizure provisions which have
caused a great deal of furor. Included.
in the amendments are: dropping the
word "persistent" from the defiinition
of sexual harrassment; allowing the
employer to recover court costs in the
case of frivolous complaint; allowing a
• person being questioned by the
• human rights commission to have his
lawyer present; statingthat the prohi-
bition of notices or signs intended to
incite others to contravene. the code is
not to interfere with •freedom to
express opinions; eliminating the
upper limit of protection against
discrimination based on age (the limit

Election spending continues to re-
ceive wide attention. Total .figures
- show that the Tories spent 58 million, '
while Liberals spent 53.8 Million and
the NDP 52.2 million. Of the forty
'people, ,who spent • over 540,000,
thirty-five were Conservative candid-
ates
A new dimension in the debate was
introduced by Robert Nixon, who
indicated his concern "about the US
million in public funds that was spent
by the Premier and his colleagues in
promoting themselves and the Gov-
ernment in general". The Premier did
not address himself directly to that
issue.

Notice has been issued to say that a
hearing under the Consolidated Hear-
ings Act 1981 will be held on
December\ 2, 1981 at 11 a.m. at the
Market Annex Building, Stratford
Fairgrounds, 20 Glastonbury Drive,
Stratford, Ontario. The meeting is
preliminary in nature and will consider
among other things identification of
the parties and participants, procedur-
al matters, determination of issues,
and settingand announcing the date
and location(s) for the hearing. •

ing these matters or wishing to partici-
pate in the hearing should attend or be •
• represented at the preliminary meet-
• ing, or., if they are unable to attend or
