Questionnaire for sewage
system has been circulated

The questionnaire designed: to .gauge the
level Lucknow ratepayers support a sewer
system for the whole municipality has been
circulated by the village. The question-
naire, promised for early December by
Reeve Herb Clark," `has a return. date of
Dec.' 23.
Because the response at public„meetings
held to discuss the sewer system has«been
so poor, Clark broached the questionnaire
' idea during November's. municipal ,elec-
tion.,
At present, the. Ministry of the Environ-
ment (MOE)•has not agreed that the whole;
village' should be supplied with sewers.
The ministry will supply 85. per cent of the
costsof sewer installation 'arid -the'treat-
ment plant. ,
Engineer Steve Burns of Burns Ross and
Associates, Goderich, has said that the
ministrywill likely supply funding to have:
about two thirds of the municipality done
,butwas skeptical about the success of an
application to have the entire ,village 1
serviced.
Lucknow council members have stated
they want all of Lucknow .to have sewage
service.
However, council wants direction from
residents ' in order to determine if the
lobbying 'effort is even desired: .
The cover .letter, accompanying the
package featuring the questionnaire states,
' "Council is not satisfied with this arrange-
ment and feels that all,ef the ratepayers'
. should offer their opinions."
Later on in •the letter: "Although costs
would be considerably higher for the entire
village, this would eliminate ..the bad
feelings of residents who would be taxed as
a non -user, and still be required to
maintain. a septicsystem. The village could
possibly entice some small. industry if '
sewage treatment was available, thus
creating some jobs for the 'younger genera-
tion, and proper sized lines arid pumps,
would be installed now rather than some-
time again in the future. Total installations
would, of course, depend on whether or not
the.ministry would approve 'the 85 per cent
subsidy for the entire village."
The cost information included in the
package carries the caution that it "is
'based on very preliminary estimates". The .
information also assumes ! that IME will
provide the 85 per cent subsidy. -
According to the figures provided, the
• village's share .for ;the plan presently
touted by .the ministry covering two thirds
of the municipality is $391,000. Operating,
costs' for thatsame area are. estimated' at
$38,000 per year..
To pay for that, a one time only, flat rate
cash payment for connection within . the_
designated area of $750 would be charged.
,The balance over 20. years by frontage or
NI) rate would come to $85 per year

whole village would' be $665,000; based on
the "very preliminary estimates".'
Operating costs '-would *escalate to
$66,000 per year. Under.the plan including
the entire municipality, the one time only,
flat rateash payment for connection
would remain at $750.
The balance over .20 year's through
frontage or trill rate would rise .to $95 per
year or 'a one time payment of.. $635.' The
flat rate payment for operating'costs would 1
drop substantially to $140 per year.

Noise problem reoccurs
Crozier said• he is encouraging two
things, a little consideration about noise
late atnight and if there are problems,
give him a 'call.
"1 have no complaints about snowmo-
biles in town, it's just with them
buzzing • around private property at
12:30 - 1 a.m. "When the snowmobil
ers'are on private property, he said it
"becomes an OPP matter."
If any citizen has a complaint about
noise problem's, Crozier urges them, to
call. him.
There is a "bit of concern" about
snowmobiles in the village this winter
and Bylav,1 Enforcement Officer Jack
Crozier said he intends to do something
about the noise they're making.
"We're having the same problem we
have every year. Snowmobilers are
waking up senior citizens," he. said.
A noise bylaw was adopted by council
at their Oct. 8 meeting to deal with the'
problem. .
"I intend toaenforce the bylaw, and it
in turn covers a fine of up to, $1,000."
