Council discusses drains.
At 7.30 p.m. on Nov. 5, 1985, West
-Wawanosh Township council convened to
consider the report of Engineer A. W.
Clark of Maitland Engineering Services
Limited, on the Miller-Raynard Municipal
Drain. All member-. were inattendance
with Reeve Jim Aitchison presiding. The
engineer explained that this drain had
already been constructed; and to properly
distribute the costs of the work and to'
provide for the apportioning of future
maintenance costs, the owners petitioned
the council to have an engineer prepare a
report. Councillor Bruce Raynard was the
only drain owner present. A motion from
Councillors Joe Dickey and Kathy Todd,
That • West Wawanosh Township hereby
adopts the Engineer's report for the Miller-
Raynard Municipal Drain, and hereby,
-gives first and second reading to bylaw
1114-85 was. carried. .(Councillor Raynard
abstained from voting on this§ motion.)
Court of Revision on the assessments in,
this provisional bylaw #14-85, The Miller-
Raynard Municipal Drain, was set for 10:00
a.m. on Dec. 3, 1985.
One tender received for the timber at the
Inglis Pit, as marked by the road super-
intendent, was' examined by council.
Councillors Todd and Harry Brindley
moved that That West Wawanosh Town-
ship hereby accepts the tender. of Thomas
Dooley, of Arthur, for the trees within the
area marked by the road superintendent at
the Inglis Pit, for the sum of $1,500.00.
An invoice from Huron .and Kinloss
Municipal Telephone system for damage to
telephonecable on sideroad 15-16 conces-
sion 2, during road , construction, was
discussed. The road superintendent indi-
cated one item on the invoice with which he
disagreed. Council concurred. The clerk
reported that the matter was now, in the
hands of Frank Cowan Insurance Com-
pany, and that the item in contention had
, been pointed out to. them.
Road accounts in the sum of $32,801.43
were authorized for payment on a motion
by Councillors Brindley and Raynard.
. At the request of the reeve, Lenard Kerr
attended the council meeting and indicated
that he would be interested in picking up
scrap metal from the dump. After consid-
'erable discussion about separation of.
• combustible materials from scrap metal,
also the state of the market for scrap, the
matter was again deferred, to the
December meeting. .•
The building inspector presented -'three
applications for building permits to coun-
cil. A motion from councillors Brindley and
Todd, That West Wawanosh .Township
hereby authorizes the building inspector to
issue .building permits to- 1) S. Harman
(cottage); 2) G. de- Graaf (mobile home)
and 3) R. H. Ellison (steel granary), was
carried.
Council approved a motion to approve a
, . tile drainage loan application from Alex
Nivins.
Council members discussed, briefly,
resolutions received from three sources:
The first from the Huron County Federa-
tion of Agriculture requested support for
the Federation's resolution imposing a
moratorium in, Huron County on all farm
foreclosures until fair and equitable legis-
• lation is in place. •. Council concurred.
{ • Council also concurred with the resolution
from the town of Durham that the Province
of Ontario be requested to amend the
School Boards and Teachers' Collective
Negotiations Act to provide that where an
agreementcannot be nogotiated between a
bargaining unit . of a teachers' federation
and a school board, that the matter shall be
resolved by binding arbitration, and that it
shall be an offence for teachers to strike or
walk out, or for a school board to lock them
out. The third resolution from the township
• of Puslincjl to• require gravel pit operators
to pay a levy of 4c per tonne to the
municipality in which it is situated on all
extractions, was not endorsedby council.
Bylaw #13-85,'the rating bylaw imposing.
a special rate on part of lot 24, concession
1, to cover repayment of a tile drain loan
was given.third reading and finally passed
'on motion of councillors Todd and Hickey.
Council dealt with the possibility of
substantial surpluses with the motion that
the . council of the Township of West,
Wawanosh . hereby, directs that, upon
completion of the financial statements for
1985 by auditors Monteith, Monteith ar'd
Company, should a surplus be evident, any
amount in excess of $10,000.00 rounded to
the nearest $100, be placed in the reserve
fund for the replacement of capital equip-
ment.
They also made provisions for a reserve
fund moving that the council of the
Township of • West Wawanosh hereby
directs that the amount of $25,000.00
included in 'the 1985 budget for capital
expense be placed in reserve for capital'
expense. carried.
Councillor Todd, gave a brief report on
the last joint recreation board meeting -in
October.
General accounts of $23,440.49 were
authorized to . be paid
