Traffic, noise bylaws adopted
L'ucknow council adopted a pair of
bylaws at the regular council meeting Oct.
8 which will control traffic and other
activitiesaffecting municipal streets, . and
noise.
Councillors were concerned that the
comprehensive traffic bylaw may notade-
quately cover the - village's requirements.
The bylaw was adapted from one develop-
ed by the Bruce County Planning Depart-
ment for the county.
After debating the length of time needed
for the temporary parking area in front of
the post office, and agreeing on 10 minutes
as a realistic period, the council passed the
bylaw.
It was decided that if the bylaw comes up. .
short in any area, amendments will be
adopted to rectify problems.
The,bylaw,cevers parking and the penal-
ties -incurred for breaching the law, and
prohibited activity, such as placing ob-'
structions on the road without first gaining
consent, and the definition of the consent
permits to be issued.
The'noise bylaw provides for a fine of up
to $1,000 and an 'exem'ption for 'traditional;
festive or religious activities including the
use of horns during a wedding, the singing
of Christmas carols and "parades, celebra-
tions or other special events authorized by
council".
Clinic t9 .combat rabies
Low cost rabies vaccination clinics
will be held in. Grey and Bruce this.

the number of rabies cases occurring
this year.
In Grey County there were 150 diag-
nosed cases of rabies in the first nine
months of 1985, compared to W5 inthe
same period in 1984. Forty three people
were placed on vaccine during this
period in 1985 compared to 29 in 1984.
in Bruce County there were 84 cases
irr the first nine months of this year
compared to 47 cases during the same
period in 1984 and 73 persons received
vaccine compared to 31 persons receiv-
ing the vaccine, in' the previous year.
Unfortunately Agriculture Canada is
unable to provide free clinics this year
but the Grey -Bruce Veterinary Associa-
tion, in conjunction with Agriculture
Canada, Bruce County Health Unit,
;Grey -Owen Sound Health Unit, and the
Counties • of Bruce and Grey are
sponsoring low cost clinics for dogs and
cats in both counties and the City of
Owen Sound during the ,month of
October. The high incidence of rabies in
both counties makes it imperative that
dog and cat owners va'ccinateitheir pets
regularly'.

Clark runs for reeve
Lucknow councillor Herb Clark will be.
• offering himself as a candidate for reeve
• in the next municipal- election, Nov. 12
but the other councillors, Ab Murray,
Eldon Mann and Russel Whitby have,
yet to,decide whether they, will run for.
council. '
Clark has' served on council for five
years and sat on the Maitland 'Valley
Conservation Authority (MVCA) board
for the village, one year before that. He '
has continued to sit on that committee
after becoming a councillor. •
"1'm interested , in two .things. The',
main'thing is the sewers, I hope we can
accomplish that. We have to get the
people out y+o see about doing the whole •
,town or just part of the town:".
He also "pointed out that the arena
needs attention' and said ' he 'would
cooperate with the Lions Club and the
fund raising drive currently under way.
However; he -also said that severs
come first and .that the municipality
"can't burden the taxpayer" with
demands for money by developing both
projects -at the same time.
Ab Murray said he will probably
`make his decision this weekend after
discussion: "It depends who comes on
to replace him (Reeve George Joynt,
who after 28 years las head of council
has decided he wouldn't be a candidate
this term, creates a vacuum with his
absence),"'added ' Murray. °
"I haven't made up my ,mind yet,
said Councillor Eldon Mann. "If Herb
or Ab are staying on as reeve, 1, might
stay on if they need the, but I want to
find out what they're doing."
Councillor Russel Whitby also he,
hadn't • made the decision to, commit
himself to another term on village
council.
Nominations commence Oct. 17 and
continue until 5 p.m. Oct. 21. If there
are an insufficient number of candidat-
es,.additional' candidates will be accept -
'ed on Oct. 23. -.
Fewer live ins village
The 1985 census report on the municipality of Lucknow was recently released and,
the village's population has decreased from the census conducted last year at this
