1. Accounting policies .
a) Basis of consolidation
The consolidated financial .statements reflect the assets and liabilities
and operations of the -village revenue fund, capital'fund, recreation and
arena committees and Wat.erworks.' The assets and. liabilities and operations
of the Lucknow Hydro are not consolidated. Except to the extent of dis-
41osure.of revenue,received or receivable required to pay requisitions,
the operations of the school boards and county are not consolidated,,
b) Basis of accounting
Sources of financing and expenditures are reported on the accrual basis of
'accounting with'•the.exceptionof principal and interest charges on long-
term liabilities which are charged aga'inst•operations in' the )periods in
which they are paid°. The principal and 'interest charges are not' accrued
fox the periods from the dates of the latest installment payments to the
end of the financial „year.
The accrual basis of accounting recognizes revenues as they become'avail-
able and measurable; expenditures are recognized as they are incurred and
measurable as a result of receipt of goods or'services and the creation of
a legal obligation to pay.
The historical•cost and accumulated depreciation of. fixed assets are not
reported for municipal purposes. lnstead'fixed assets are expensed in
accordance with the method of financing. "Capital outlay to be recovered
in future years" reported on the balance sheet is'equal to the principal
portion of unmatured long-term liabilities to be expensed with current
operations in future years'when payable..
2. Operations of school boards and county
As stated in note 1(a) .the'consolidated statement of operations discloses '
revenue levied by the municipality to pay school board and county requisitions.
Net,underlevies at the end of the year are reported as' other current assets on the
consolidated balance sheet. Requisitiors and financing are as follows: •

Under the municipality's sick leave benefit plan, employees may be entitled
to payment for unused sick leave credits upon termination of employment.
Vested sick leave entitlements at December 31, 1984 were $ 1,278. No pro-
vision has been made for this liability in the financial statements. '
4. Net'long-term liabilities
•a) Total long-term liabilities outstanding at the end of the year were S 31,304.
Of this amount, $ 12,182. is recoverable from other municipalities as payable.
Of the remaining net liability of $ 19,122., S 11,000. will be levied from
waterworks user rates and $ 8,I22. will be raised from general taxation
revenue.
b) Principal payments are due as follows: 1985 S 6,916
1986 $ 8,206
1987 S 4,000
c) Ontario Municipal Board approval has been obtained for the long-term liabilities
issued in the name of the municipality.
d) The municipality is contingently liable for long-term liabilities for which
responsibility for the payment of principal and interest has been assumed by
other municipalities. The amount outstanding as at December 31, 1984 is
$ 12,182. (1983:$17,653) and is not recorded on the consolidated balance
sheet.
5. Municipal fund balances. at the end of the year
a) Fund balances available to offset taxation or user rates will be used as
follows:
- to reduce 1985 general taxa• tion levies 366
- to reduce waterworks user rates 25,208

b) Capital operations of $ 9,700. not yet permanently financed at December 31,
1984 are sewage system costs. The costs will be financed from 1985 general
revenue.
6. Reserve
' A reserve of $ 35,000. has been set aside by council for working funds.
7. Charges for long-term liabilities
a) Total charges for the year for net long-term liabilities which are reported on
the.consolidated statement of operations are 1984 1983

h) Accrued interest of $ 634.,(1983: $ 853) has not been reported in the financial
statements. Non accrual of interest has the effect of increasing municipal

Water Board elections held
The Spring meeting of the, Whitechurch
Water System washeld in the Hall on Mon-
day, May 27 with eight members present.
The minutes were read by secretary, Mrs.
Little. The treasurer's report was given by
Mrs, Kathleen Gibson.
Outstanding bills from Maitland
Engineering and a current'Hydro Bill were
presented
There are two new members on the
system who must be billed for water use. We
have one party in arrears two years and this
must be settled. Grass cutting around the
hail should be taken care of by Hall Board. •
It was moved that the maintenance fee be
$40 per shareholder to be paid Oct. 1. 1985 for
one year.•
The election of officers were as follows:
President. Dave Gibb: Treasurer, Mrs.
Kathleen Gibson: Secretary, Mrs. Kathy
Lubbers: Maintenance.. Dave Stapleton.
Dave Gibb and. Cecil Little. The Board 'of
Directors and Auditors remain as before.
Callers on Mr. and Mrs. Victor Emerson
on Monday were John Gaunt of Whitechurch
and Mr. and Mrs. Charlie Moore of Cobalt.
We are pleased to report Mrs. Cassie
Mowbray was allowed home on Monday
from the Wingham hospital.
On Sunday. June 9, Anniversary Services
will be held at Whitechurch United Church
at 11 a.m. and 8 p.m. Guest speaker is Mr.
Jack Whytock. Special music in the evening.
will be by Young Peoples Group from Kurt-
zville. Refreshments in the Sunday school
room will follow the evening service.
This conununity extends their sympathy
to the family and relatives of the late Mary
Belle McKinnon, formerly of the Langside
vicinity.
Mr. and Mrs. Fred Boenstra of London
visited for two days last week'with mother,
Mrs. Bill Wildriks at Wingham hospital and
Bill Wildriks at home.
Visitors on Sunday with Mr. and Mrs.
E.W. Beecroft were Mr. and Mrs: Robert
Sinnamon and Bradley of Brodhagen,
Ronald Beecroft, Sharon Worth and Stacey
of Wingham and Ken Sinnarlion.
On Saturday afternoon a shower was held
for bride-to-be Margaret McIntyre at
Whitechurch Community Hall. It was put on
by Barbara and Nancy de Boer. She receiv-
ed manygifts.

attended their soca Robert's graduation at
McMaster University, Harnilton. Robert
received his degree in Engineering Physics.
He has accepted a position at Territronics
Mobile and'Data System, Richmond Hill.
Arthritis Society meeting held
The planning meeting for the Arthritis
Society's campaign was held at the home of
the ,chairman, Catherine Andrew on May
22.
Field representative Mary Guse showed
a film entitled, The Disease of Arthritis.
Cora Cranston and Maimie Roulston
were presented with a book of basic facts
about Arthritis and a blue bird pin.
Others attending were Helen Hall, Olive
Chisholm, Joyce Adamson, Anne Actin,
Mary McIntosh and Tillie Wilson.
The Arthritis fund raising drive will be
held September 3 to 11.
