in an interivew, the biggest single factor
affecting the budget is declining enrol-
ment. Provincial grants, are based on
enrolment and the increase in provincial
assistance amounted to only 2.1 per cent
this year.
This leaves a greater portion of the
budget expenditure to be covered by local
taxpayers. Elementary funding require-
ments have exceeded the provincial grant
ceiling for the past three years and
secondary funding requirements have been
over for several years.
Major components of the budget include
a salary and staff benefit package amount-
ing to $26,532,571 representing 69.6 per
cent of the total budget; a school bus
transportation expenditure of $4,039,984 or
10.6 per 'cent of the total budget; an
estimate of ,$3,878,701 for plant operation
and maintenance including custodial salar-
ies and supplies, fuel oil and electricty
and maintenance, to buildings and equip- •
ment, 10. 2 per cent of the total budget; the,
sum of $1,595,750 for school supplies and/
equipment, textbooks and, library books or
4.2 per cent of the total budget.
The budget also sets aside $175,000
towards the construction of the addition to
the Kincardine District Secondary School
and the renovations to the Wiarton District
High School.

tures and the absence of the traditional
extended family have accelerated the need
and demand for a wider range of support
services for families and your children.
Because many parents don't have the
support of grandparents, aunt and uncles
and in-laws to share their responsibilities
in rearing children, they must seek
assistance outside the family.
As a result much of the pressure for
junior kindergarten is based on social
rather than educational needs, Woods told
the board.
A survey of other public boards in
Western Ontario indicates that outside of
large cities such as London no public board
of education offers a junior kindergarten'
program. Fifty-eight per cent of Roman
Catholic boards of education in the same
region do offer the program.
The committee concluded that the value
of the program was more social• than
educational and appropriate facilities were
not aval'able without extensive renovations
and commitment of funds over a number of
years. The committee also said the cost and
its effect on the tax rate were prohibitive
and a pilot project was not feasible because
the board is committed to other projects.
House destroyed by fire
The fire was caused by a bonfire at the
back of the house which blew on to the roof
of the house, says Hamilton. All the
contents of the house were lost in the fire
and the estimated damage is as yet unde-
termined. There was no insurance on the
house. There was no one injured in the fire.

Fire Chief Bud Hamilton said the depart-
ment received the call shortly after noon.
He said the fire was in the advanced stages
by the time they arrived and it was difficult
to keep under control because of the high
southerly winds. Firemen remained at the
scene for four hours.
