The Huron County Health Unit
has received approval to establish
a full-time assessment and referral
service for people with alcohol and
drug abuse problems, announces
Health Minister Murray Elston
and Agriculture Minister Jack
Riddell, MPP for Huron-Middle
sex.
“Until now, addiction assess
ment and referrals in Huron
County have been handled by
volunteers of the Huron Council for
Action on Alcohol and Other
Drugs,’’ Mr. Elston said. “Iam
pleased to announce my ministry
will provide annual funding of
$97,000 and start-up costs of
$4,160 to the Huron Addiction
Assessment and Referral Pro
gram.”
The funding will pay for rent,
supplies and the salaries of a
co-ordinator, an assessment and
case management counsellor and a
part-time secretary.
The program will operate out of
health unit offices in Goderich,
Brussels, Clinton, Exeter, Sea
forth and Wingham. It will provide
comprehensive assessments for
problem drinkers and drug abus
ers and refer them to community
agencies for treatment. Clients will
have acase manager to guide them
through treatment. About 100
personswill be served annually
and many other people - families,
friends, employers -- will benefit
from the results.
The program also will assist the
health unit, the Huron County for
Action on Alcohol and Other Drugs
and the Addiction Research Foun
dation in developing preventive
and educational programs for
schools, agencies and community
groups in the county.
This funding initiative is part of
the almost $3 million in new money
announced recently for nine new
community-based addition pro
grams and the expansion of three
existing ones.
The announcement brings to 92
the number of ministry-funded
addiction programs for a total
nnual cost of $20 million.
Wingham Hospital awards
salary increases
Approval has been given by the
board of governors of Wingham
and District Hospital to an increase
in salariesfor hospital manage
ment staff.
Theincreases, affecting a 17-
employee group, are for a two-year
period and were recommended by
the board’s finance and audit
committee during a report presen
ted at the December board meet
ing.
The management employees
will receive an immediate four per
cent increase, retroactive to April
1, 1986 and an additional 4.25 per
cent increase beginning April 1,
1987.
Robert Pike, finance and audit
committee chairman, told the
governors the recommended in
creases were based on a survey the
committee conducted in July.
Thesurvey, he said, involved
hospitals in Ontario of similar size
toWingham and District. Between
40 and 50 hospitals responded to
the survey with information on
salaries paid to their management
personnel.
The local policy in the past, Mr.
Pike said, was to establish a salary
range for each management posi
tion includinga starting salary,
salary after six months, salary after
one year and at yearly periods
thereafter, up to five years.
For other hosptial personnel, the
policy has been to follow arbitra
tion awards made to similar groups
at larger hospitals where the
employees are union members.
For management staff, howev-
er, there is no union and thus, the
need for the survey, Mr. Pike said.
With the exception of four
positions, the local salary increas
es are in line with the salary range
and average salary for each
position that was suggested by the
survey results. These four posi
tions received special adjustment
--either up or down-- to bring them
inlinewiththesurvey, Mr. Pike
explained.
Most of the 17 employees in the
group, which include the director
of finance, director of nursing,
director of RN A program and all
other department heads, are in the
five-year service category - the top
of the salary range, he added.
“In comparison to the province
as a whole, our people are fully
compensated,” Mr. Pike said. “I
don’t feel that we have any
catching up to do.”
