Capital Fund Operations
for the year ended December 31, 1976
We have examined the financial statements of the Village of
Lucknow and its local board for the year ended December 31, 1976.. Our
examination was made in accordance with generally accepted
auditing standards and accordingly included such tests and other
procedureSs we considered necessary in the circumstances.
In our opinion these financial statements present fairly the financial
position of the Village of Lucknow and its local beard as at December
31, 1976 and the results of its operations for the ,year then ended in
accordan ce. with accounting principles generally accepted for Ontario
municipalities applied.on a basis consistent with that of the preceding .
year.

1. ACCOUNTING POLICIES
(a) Statement of Revenue and Expenditure
This statement reflects the revenues and expenditures of the
revenue fund of the mur ality and includes the activities of all
committees of council and local board for general municipal ac-
tivities. The local board whose activitiesare included is as follows:

(b) Statement of Capital Operations
(i) This statement reflects the capital expenditures and the
related capital financing to be recovered from general municipal
revenues of the municipality and its local board described in note 1(a).
(c) Balance Sheet
This statement reflects the assets and liabilities of the revenue
fund, the capital fund and the local board described in note 1(a). The
assets and liabilities for municipal enterprises as de-fined in note 1(e) are not reflected except to o the extent of the related net long term
liabilities and capital outlay to he recovered in future years.
(di Fixed Assets
The historical cost and accumulated depreciation of fixed assets is
not reported for municipal purposes. Instead the "Capital outlay to be recovered in future years - which is the aggregate of the principal, portion of unmatur od. long term liabilities, capital funds transferred to
other orgdnizationc‘, and •the cost of the capital projects not yet per-
manently financed, Is reported on the "Balance Sheet".

Demonstrate For
Improved
Police Protection
KINGSBRIDGE NEWS
About 20 mothers and children of
Ashfield Township pleaded for
police protection for more than an
hour outside the Huron County
Courthouse at Goderich on Thurs-
day morning, May 26. The mothers
carried placards reading "Help Us
Prevent a Tragedy", "Help Protect
Our Children", -Wellave Had All
We Can Take", etc. The demon-
stration, which was peaceful and
quiet was organized to focus
attention on disputes in the
township and to express dissatis-
faction with the handling of several
incidents that have taken place
over the past two years or more.
The group decided to demonstrate
following an incident last Tuesday
evening • when three young boys
were harassed while driving a
tractor and wagon on the 10th
concession of Ashfield Township. A
car passed the tractor, slowed
down and forced it off the road.
When the boys cut across the field
to avoid the car, they could not get
back on the road. Police were
called and although there were
tracks ,in several places which
would show' what had happened,
the investigating officer did not
look at them. Aftei demonstrating
at the Courthouse, they moved to
the Ontario Provincial Police de-
tachment south of Goderich where
they walked around the building
until two spokesmen were allowed
in to discuss the situation with
police officers Cpl. D. G. Graham
and Cpl. R. M. Primo. They left
when the police told them they
would set up a meeting •with the.
Crown Attorney, police officials
and spokesmen for the demonstra-
tors as soon as possible, and then
picketed outside the' farmhouse.
The delegation had a meeting with
the Crown Attorney and Provincial
Police officials at the Crown
Attorney's office, 2nd floor of the
Court House, Goderich on. Friday
morning, May 27 at 10 a,m. They
have been assured that they are
also concerned. All details cannot
be released but the matter is
considered serious and everything
possible will be done.
Interested parents attended a
general meeting of the St. Joseph's.
School Association on Wednesay
evening, May 25 beginning at 8.15
p.m. Principal David Zyluk told
that committees will be set up for
the following: Provincial Develop-
ment Days, Finance, Curriculum,
Promotion of School, School/Activ-
ities, The Garvey Awards, School
Floats. The St. Joseph's School
Association would be made up of
the following: Principal, Mr. David
Zyluk; Pastor, Reverend Father Ed.
Dentinger; School Trustee, Bill
Kinahan; High School trustee,
Eugene Frayne; Teacher, Miss
Joanne Hamilton; 3 parents, volun-
teers are needed; 1 taxpayer
without children in the school; 2
grade 8 students. Murray Gaunt,
M.P.P. will visit the school on
Thursday morning. June 2 at 10.30
a.m. in commemoration of the
Silver Jubilee of Queen Elizabeth
II. The children will be presented
with silver medallions as a souvenir
of this event.
Mrs. Vincent Austin was admitt-
ed to Victoria Hospital in London
on Thursday. May 26 and surgery
was performed the following day.

spent the winter months in London
returned to her home here on
Thursday, May 26, Her brother
Reverend Thomas Moylan S.J.
arrived on Friday.
