Many' hospitals in Ontario face a similar
situation because provincial funding for
operating expenses is inadequate.
The hospital's treasurer Gordon Baxter
reported a deficit of $45,000 to the end of
August and cited substaiitial increases in the
cost of operating the hospital as the reason.
Baiter reported the hospital is over,
budget by, $35,000 in nursing, costs;. $8,000
for the stroke unit; $14,500 for special
services; $4,800 for administration and
$2,600 for medical and sUrgical supplies.
"The funding from the ministry is riot
enough to meet our day to day expenses,"
commented Baxter.
"We are using capital or deferential
money," he added.
Baxter said the Ministry of Health's global
budget for operating expenses had allowed
for a four per cent increase in medical and

The hoSpital's executive director, Norman
Hayes, cited the changes which. haye, been
Jaiadelirlower-costs. The staffing Vattern
established . for Pediatrics Was to' have a
nurse on the ward at all times. Now,, the
ward is covered in the evening's from the
floor unless a very sick child is on the ward.
Medication and• treatmentnurses have been
dropped and now team leaders are utilized
as medication and treatment nurses. The
•
staffing, pattern overall has been changed.
Fulltime staff only receive , one weekend in
three off, rather one Weekend in two, which
permits the hospital to use parttime staff'
less and this is reducing costs in nursing.
Doctors J. C. McKini and Donald Jolly
could not r understand how this staffing
pattern would reduce nursing costs, when
the hospital can only, work a nurse five days a
week and parttime staff Is not being paid
More than fulltinte. Hayes pOinted out that,
Most shifts can be covered.by fiilltime people
on one weekend inthree off and when one
sees the staff pattern on, a chart it shows how
costs are lowered. He also noted that the
rachet effect influences hospital costs which
means the --hospital—must—maintaiii---a,--
tninimitin staff regardless . of the number of
patients in beds. (1.
The Ministry of Health , has ' not yet
,approved the ambulance budget, submitted
by the hospital or increased the. funding of
ambulance services said BaUer and this
department is over budget by $5,000. This
funding is not includhd in the operating
global budget received from the ministry, but,
since funding has not been.increased, it does
contribute to the operating deficit of the
hospital.
Howick's representative on the board, Bill
Newton, observed that in past,' years

Baxter further pointed out that the
number of patient days is much lower than
last year and in specific, the number of
patient days 'from workmen's compensation
is much lower than other years. Last year up
to' this point in the year, the hospital had 85
patient days on workmen's compensation
but to this dine there have been only 10 days
this year. He said' this 'is, great for local
industry but it has serious effeCts on the
operating budget for the hospital.
As well, the hospital has not yet settled
salary negotiations with its staff, which are
based on the Ontario Nursing Association
agreement and the Canadia,n Union of Public
