Rate To The Same As Last Year
Huron County cottncil adopted a
1976 budget last week that calls for
expenditures of $7,716,664, Wit'
which *quires ,no funding from
county taxpayers. above 1975 lev-

The good news for . county
taxpayers came despite an dver-all
increase in 'expenditures from last
year of about 13.7 per cent..
Increased provincial grants'And
•inspection fees as well as the
application of 'a $416,383 Isuiplui
from last year toward. 1976
expenses kept the total, municipal
levy requitement at $2,528,000 -
exactly the same amount extracted
from Huron's- 26 municipalities in
1975.
In presenting the badget to
council, administrator Bill Hanly
said levies against individual
municipalities may have. changed
slightly from .last year's levels due
to population and assessment
fluctuations.. . Population and
assessment• determine each munic-
ipality's apportionment toward the
total municipal levy.
While levies will increase slight-
ly in the towns of Clinton, Exeter,
Goderich and Seaforth, levies for
niost other municipalities have
actually decreased from last year,
A supplementary grant of
$15,500 added to the, municipality
levy' will see a total. of $2,543,500
-raised from local' sources.
Provincial grants for general
support,' highways, health libraries
and other purposes Will brin
Huron a total of $3,591,952
revenue.
.Rentals, revenues, fees and
inspections will raise an additional
$1,158,829, ,. Adding the surplus
from last year produces the. total
expenditure figure' of $7,710,664.

On the expenditure side of the
ledger, the largest' expense is social
services at $2,845,468; followed.by
roadways and airport at $2,509,6043
and health services. at $920,720.
General county administration
expenses will be $374,551 while
recreation and cultural services will
cost .$388,025, planning and devel-
opment, $229,800, and protection
to persons and property at $94,000.
A contingency fund of '$103,650
has been established while an
employee benefit reserve fund of
$150,000 will be maintained.

Villages will be charged the
following amounts: Bayfield,
$28,607; Blyth, $31,022; Brussels,
$35,587; Hensall, $46,347; Zurich,
$30,998.
Town levies, with 1975 an-wants
in brackets, Clinton $123,124'
($116,142); Exeter, $163,959
($155,844); Goderich, $370,297
($351,149); Wingham, $132,536
($139,612).
Council also voted to require' the
municipalities to pay their levies in
two equal instalments, due June 30
and December 15.

Linda Chisholm introduced the
guest speaker for the evening,
Grant Chisholm of Lucknow, gover-
nor district A-9 and a past
president of Lucknow Lions Clubs.
Grant spoke of his associations
with the .Lions Clubs and of the
contributions it • and other service.
clubs had made to the community.
He said he' hoped that the latest
club, the Leos, a very special' kind
of club, would continue to work for
the good of the community in the
years ahead. He said -he was
particularly pleased to have a new
club formed in his home town
dining his year as district gover-
nor.
Besides the executive members
listed as sitting at the head table,
the Leos. have three directors,
Kevin Cowan, Karen Campbell and
Rick Conley.
It was , announced that Joanne
Agnew of Lucknow be,
'representative this 'summer at
Leo Seminar: in 'Hawaii.
Ron Johnson expressed thanks to
Grant and others who had contrib-
uted towards the club's formation.
Art Helm presented the fonma-
tion certificate to, Patil Ackert` and
as Well; a gong and gavel for the
new club.' '
Pins were presented by the
president, secretary and treasurer
of the Lions, Art Helm, Bill Nelson
and Allan Johnson, to'the president
secretary and treasurer of the Leos,
Paul Ackert, Susan Brooks and Ron
Johnson.

the Lions banner.

Dougald Campbell, Leo chair-
man for the zone, has formed four
clubs during his period in office to
date, three of them in six days.
The Clubs are Lucknow; Brussels,
Blyth and Seaforth, with Lucknow
at 60 members, the largest.

some fancily decorated underwear
as a remembrance' of the occasion.
