Police Report Shows Little
Crime in Wingham in 1951

Gentlemen:
I have the honour to present this,
my first annual report dealing with
the activities and deportment of your
Police Department during the year
of 1951.
During the past year crime has been
rampant throughout the Province of
Ontario and Canada generally, For-
tunately the Town of Wingham has
been free of serious crime. This, I
feel, is largely due to the honesty
and integrity of the citizens plus the
fact that it has been well policed.
During my tenure of office a Fin-
gerprint Bureau has been established
at no cost to the Corporation. It is
no longer necessary to obtain the
services of outside departments for

crime; likewise it is no longer neces•
sary for citizens who wish to be
fingerprinted for the purpose of
indentifieatlon or to obtain visas to
go out of town for this service. Al-
ready many have availed hernselves
of this opportunity.
Through the co-operation of the R.
C.M.P. we are. now provided with
their Gazette, grime - Index, and
photographs of released criminals,
missing persons and persons wanted
for all of Canada. We also have been
included in the mailing list of the
F.B.I. Bulletin, which we receive
monthly from Washington, D.C. The
above-mentioned are of great assist-
ance to this department.

istered. One case of attempted sui-
cide was not prosecuted due to the
tender years of the party concerned,
In place of Prosecution, reconciliation
was arranged between the party
concerned and the parents,
While it would appear from the
statistical report that there have been
ten cases of theft eight of these were
of a very minor nature; the remain-
ing two, which were major, were
both convicted.
Highway Traffic Act
We have been most fortunate in
that we are able to write a clean
sheet, insofar as motor fatalities are
concerned. While we show Nay-
three minor accidents, this number
could have been decreased to a great
extent, as there was no necessity of
reporting the cases at all,. The acci-
dents of fifty dollars and over, of
which there were twenty, were of
not too serious nature. This is borne
out by the fact that only three per-
sons sustained injuries. •
Your department has tried at all
times to maintain rigid control of the
traffic on our streets. Speeders have
been warned and some have been
convicted. Automobiles, unfit for the
highways, have been both seized and
ordered off the highway. This pro-
cedure will be continued as in the
past.
Fatalities
Unfortunately the town has suffer-
ed two fatal accidents during the
year. Both were Industrial and were
investigated by members of your
departthent assisted by the Depart-
ment of Labour.
Recommendations
I respectfully recommend that some
consideration be given to traffic con-
trol in the town. I would suggest
that all "Through Streets" run north
and south where possible, and the
streets running east and west be
made "Stop Streets." If this were
done I am sure it would alleviate a
lot of the confusion which now ex-
ista.
I further recommend that the pre-
sent police cruiser, which is in fair
mechanical condition be traded in. I
feel that another twelve months will
reduce the trade-in value by a large
percentage.

strong representation be made to
the Department of Highways, Tor-
onto, Ontario, for the elimination of
the greatest traffic hazard that 1
have ever seen ,namely, McKenzie
Bridge. Condemnation of this bridge,

The Study was continued and we
heard what the church was doing
for the Indians of Canada and also
bow one Indian helped a Church
camp. Lunch was served by Gwen-
neth Bride, Aldyth Bast, Mrs: Cars-
well and Mrs. Pollock. Ethel Reis
conducted a singsong while lunch
was being prepared. The meeting
closed with Taps.

one officer, who found it necessary
to undergo an appendectomy and is
now almost recovered.

The Fordwich C.G.I.T. Tams and
Beanies met at Mrs. J. H.. Pollock's
home recently. The meeting was
opened in the usual manner with
Reita Harding, president of the

The roll call was answered by 29 and
there were four visitors. Mrs. Clar-
ence Carswell was welcomed as as-

Here's one for Ripley's "Believe It
or Not" column .George Green, years
ago, v,,as a well known citizen of this
town. He lived in Upper Wingham,
had a "hennery" in Lower Wingham.
One morning after eight o'clock he
cut the head off a rooster at his hen-
nery. He left the head there and car-
ried the rooster to his home .When he
put the bird down it got up and ran
around. The dull axe used had per-
formed a surgical operation on the
arteries and the blood congealed 'in-
stead of running. The rooster was
seen by hundreds of surprised per-
sons during the day, including the
lwriter. Ed. Farley may have had his
hallucinations and seen hopgoblins

unning around, but here was some-
thing real a headless rooster on the
prowl. The bird was redecapitated in
the evening.
