Of more concern is an objection raised by the Ministry of the Environment that feels there is not enough water flow in the Blyth system to service the new subdivi­ sion. The onus is now on the developer and the village to prove there is, Ms. Fisher said. Helen Grubb, village clerk-trea­ surer said the Public Utilities Commission had talked about the problem at great lengths. The Ministry claims there is so much “dead-ending” in the system that there isn’t enough flow to meet peak demand. She said the Mini­ stry had been talking about the problem in the early 1980’s to local officials but nothing had been done to solve the problem. Reeve Albert Wasson wondered if there was a possibility of staging development of the subdivision so Mr. VanDenAssem could get start­ ed and the village could work to solve the problem before the full subdivision had to be serviced. VanDenAssem said the first eight lots could be developed and the rest expanded later. Ms. Fisher said that if the village engineer could get some sort of documentation to convince the Ministry it could service the initial stage the county would likely go ahead with conditional approval. In the meantime, however, “we can’t promote something if we don’t know if it is environmentally sound.” This would delay for at least a month approval of the subdivision, she said but the project has almost reached draft approval stage after only five months and where the same appro­ val used to take two or three years when it was carried out by the province.
