Davis noted that the

Another definite indication
is the fact the Commission
approved an expenditure of
$10,200 in next year's capital

The cost is for a new 400

Period is
shortened
Area residents considering
civic positions in the up-
comingelections should note
that this year's nomination
period has been shortened.
Nomination papers can be
filed with the various
municipal clerks on October
16, 17 and 20. Two years ago,
the period stretched for a
week.
However, Exeter clerk Liz
Bell suggests there won't
be any problem with the
shorter period from her
experience. She notes most
candidates wait until the
final day anyway.
All candidates must have
the signatures of 10 qualified
voters on their nomination
papers. Most clerks
recommend there be at least
15 in case some are declared
ineligible to have been
nominators.
During the hearing,
trawleaf solicitor Lleyd S.
Fogler, Q.C„ had argued
that council had down-zoned
the shopping, centre property
at the corner of Highway 8a and 4 and they had been
guilty and bad faith, had
abdicated their reePen-
sibilities at the best and had
produced a purposeful ex-
clusion at the worst,
He sought to have the
existing shopping centre
designated as general
commercial and the balance
of the vacant property to the
east zoned as highway
commercial with an ex-
tended list of uses beyond
those contained in the new
documents for that
designation,
However, OMB members
C.G, Charron and D.11,
McRobb, in their decision
dated September 24, have
upheld the existing shopping
centre zoning as highway
commercial (C5) and the
balance of the lands
designated as industrial
(M1).
In reference to the existing
facility, the Board "rejects
the request to designate
these lands •Commercial
Core (C1) as it considers the
commercial policies of the
official plan to preserve the
downtown core as not only
laudible and in the interests
of the residents of the Town,
but also in accord with the
Provincial policies to en-
courage the maintenance of
viable central business
areas."
"The Board also rejects
the request to designate the
balance of the lands highway
commercial. Such a decision
is for council to make if and
when firm proposals for such
use are presented to it,

The Exeter Public Utilities
Commissioners were told
this week that some extra
demands on hydro can be
expected as the increasing
cost of oil heat and the
shortages of some are
prompting people to pur-
chase electric space heaters
for standby.
In addition, it is expected
that a major program will be
instituted in the immediate
future to encourage people to
switch from oil to hydro, gas,
solar or wood.
The federal and provincial
governments are expected to
announce the program
whereby consumers will be
provided with incentives
such as taxable grants and
interest-free loans to convert
from oil.
